Duties

PRIMARY PURPOSE: To serve as a Current Operations Specialist and Domestic Attack Assessment (DAA) subject matter expert (SME) for the North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM) (N&NC), Directorate of Operations (J3). Responsible for defining current operational requirements, determining appropriate courses of action, and addressing critical operational issues. Maintain situational awareness of the operational environment; assess emergent information and operational impacts upon current and future operations in order to produce actionable knowledge and understanding for senior leader decision making. Mission areas encompass the spectrum from Homeland Defense (HD), Theater Security Cooperation (TSC), and Defense Support of Civil Authorities (DSCA). DUTIES: Serves as a Current Operations Specialist. Serves as a Domestic Attack Assessment (DAA) SME for NORAD and USNORTHCOM. Serves on a Domain Desk in the NORAD and USNORTHCOM Joint Operations Center.

  • Work may require employee to drive a government motor vehicle. A valid driver's license is required for this position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).

Qualifications

In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include expert knowledge of Domestic Attack Assessment (DAA) for providing oversight, direction, coordination, and execution of a wide range of technically complex and frequently unprecedented assignments associated with the execution of the DAA operations; mastery level knowledge of the Operational Planning, military command structure, military staff organization, and operations in order to work issues at the appropriate level, simplify complex tasks, develop team assignments, and interface with key decision-makers within and outside the command; expert knowledge of the roles and responsibilities of Homeland Defense, Defense Support of Civil Authorities (DSCA), and Theater Security Cooperation (TSC) missions, as well as the Command's critical programs of Chemical Biological Radiological and Nuclear (CBRN) Consequence Management, National Special Security Events, Personal Recovery/Search and Rescue, Global Force Management, and Joint Reconnaissance Center efforts. Develops operational products requiring broad multi-service involvement over domains within the homeland, as well as globally in support of other Combatant Commands; expert knowledge of command requirements to establish, revise, and review policies, procedures, mission objectives, and organization design as necessary to predict and eliminate challenges to mission accomplishment; superior knowledge of adaptive and crisis planning process to lead the integration and synchronization of the N&NC J3s actions and bridge the operational and information gaps between the JOC and the near-term planners in the N&NC Crisis Management Team (N&NC CMT) during an emerging crisis or execution of a deliberate event; and expert knowledge of EAP-CJCS Vol VI in order to provide expertise, advice, and recommendations to Combatant Command DAA assessors during real-world critical incidents, events, and Internal/National-Level Exercises. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Chairman Joint Chiefs of Staff Emergency Action Procedures during time-critical events and complex catastrophes. Knowledge of relationships between Homeland Defense, Civil Support, Theater Security Cooperation and Consequence Management, the various combatant command missions, organizations, and the respective agents involved in overall planning and execution of military operations and evaluations. Knowledge in synchronizing, reporting, and assessing current operations at the Combatant Command level. Knowledge of military strategic and tactical concepts, principles, and processes in all domains (air, land, maritime, cyber and civil support operations). Knowledge of military doctrine; Joint policies and procedures; DOD, Services and Joint organizational structures; national intelligence organizations, state and federal emergency organizations, other pertinent interagency organizations such as FEMA, DHS, DOJ, DOE, and EPA, etc. Skilled in use of collaborative tools. Ability to gather, assemble, and analyze facts to draw conclusions from broad executive level guidelines and National policies, conduct assessments, devise recommended solutions, and package the entire process in briefings, papers, or reports for use at the Combatant Command/Federal Department/State Executive level to make executive and National decisions. Ability to make critical characterization judgments, formulate recommendations that may have major national impact/consequences, and transmit those recommendations clearly and concisely, while operating in a high stress environment Ability to communicate effectively both orally and in writing, using tact and diplomacy.??????? PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

CONDITIONS OF EMPLOYMENT (CONTINUED):
  • Employee may be required to work non-traditional duty hours and/or be "on call" after normal duty hours, which may include evenings, weekends and holidays. Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies.
  • IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
  • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center- North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/ or alternate duty locations.
  • YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
