Serves as a Health Systems Specialist (HSS) to the Associate Director (York campus) and is responsible for the administrative and operational function in support of the Associate Director and subordinate Services. Responsible for the overall daily operation and long-term management of the unit and for assuring the Service supports the demands of a quality health care environment.

Duties

Major duties include but are not limited to: Provides full staff assistance on administrative matters for the Executive Leader. Directs and coordinates all administrative matters relative to services under the oversight of the Executive Leader. Performs staff support work to develop comprehensive short-range and long-range medical center plans, goals, and objectives. Represents executive team members and the facility in various committee meetings and public forums including interacting with all levels of the public, local, state, national officials and all levels of VA leadership. Conducts qualitative and quantitative analysis and summarizes significant results and recommendations to improve services and to promote quality care. Conducts and reports on audits and inspection activities through "white papers" and reports. Prepares correspondence to local and national inquiries by collecting and analyzing information and preparing responses for final signature. Advises and assists management responsible for planning, organization, development, direction, and evaluation of administrative programs. Develops methodology to assess the function of assigned areas and assists management in problem identification of services and components. Maintains full awareness of the objectives of the VA, VHA, VISN, and Facility objectives in a manner to ensure successful implementation of the goals and to keep management aware of potential problem areas before they escalate into major issues. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2024. Applicants must meet each of the following requirements: Time-in-Grade, Individual Occupational Requirement, and Specialized Experience. These are separate requirements. Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions. OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title V position prior to moving to another position. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. Award 50s do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade. In addition to the Time-in-Grade Requirement, applicants must also possess the Individual Occupational Requirement as described below. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education: Undergraduate or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT MUST BE PROVIDED.) NOTE: CANDIDATES USING EDUCATION TO MEET THE INDIVIDUAL OCCUPATIONAL REQUIREMENT MUST SUBMIT AN UNOFFICIAL TRANSCRIPT OF CONFERRED DEGREE BY THE ANNOUNCEMENT CLOSING. LATE SUBMISSIONS WILL NOT BE ACCEPTED. OR Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. In addition to the Time-in-Grade Requirement and Individual Occupational Requirement, applicants must also possess the specialized experience as described below. GS-11 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as: Providing primary staff support to upper management in a hospital or medical office setting by formulating and participating in the development of management policies, programs, and operations. Supporting the overall operation and management of the assigned clinical operational issues by developing methodologies to assess the functions of assigned areas and assist management in problem identification of various services and components. Planning, organizing, and implementing long-term strategic criteria, goals, and initiatives for a VA Healthcare System. Conducting special projects or studies to develop, analyze, evaluate, advise on or improve the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments and management controls. Providing administrative management of a healthcare delivery system by coordinating special systematic reviews, internal management reporting programs, and other assigned projects. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. PHYSICAL REQUIREMENTS: The HSS must be able to work under pressure, tight time deadlines, and rapidly changing priorities that may require working irregular hours. The work requires making regular walking rounds throughout TVHS sites of care. The HSS will primarily work at the York campus, but routine travel to the Nashville campus may be required. Travel to all TVHS sites of care may occasionally be required. Travel to locations external to TVHS may occasionally be required.
