Duties
The Tennessee Valley Healthcare System (TVHS) Strategic Planner supervises the TVHS Capital Planning Office. Incumbent provides direct administrative management, coordination, and oversight functions necessary for the implementation and operation of the strategic capital plan and market assessment growth plan for TVHS. The position works directly with the Executive Director, Deputy Executive Director and the entire TVHS Executive Leadership Team to develop and implement both short term and long-term strategic capital goals, priorities, and plans. The position has supervisory oversight for developing strategic plans focused on infrastructure, space allocation, market demands and site activation of all TVHS sites of care while managing short-term and long-term major leases.
As Strategic Planner you will perform the following which involves but is not limited to:
Provides direct administrative management, coordination, and oversight for the start and operation of the strategic capital plan in joint with the market assessment
Point of contact between stakeholders and the Healthcare System
Works directly with the entire Leadership Team to develop and implement both short term and long term strategic capital goals, priorities, and plans.
Has oversight for developing strategic plans focused on infrastructure, space allocation, market demands and site activation
Develops a system-wide capital master plan; develop, implement and maintain short and long-term capital asset planning and financial strategies; research and apply best practices for asset management, life cycle replacement
Leads the Strategic Capital Planning office
Managing short-term and long-term major leases
Identifying projects, with data justification, prioritizing budget, facility requirements, integration, and development
The position represents the Director, the Executive Leadership Team, and the organization with both internal and external audiences, presenting to Congress, VACO, VISN and the facility.
Coordinates responses to Requests for Proposals (RFP), Requests for Information (ROI), and Clinical Restructuring Requests (CRR)
Provides guidance of information and analysis regarding national demographic trends, health care utilization, financing and new service delivery models to determine opportunities for improved performance
Greatly impacts the future of health care delivery through capital infrastructure based off of market analysis, analysis of programs, return on investment, ease of care for Veterans, partnerships with DoD, and sharing agreements
Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.
Work Schedule: Monday - Friday, 8:00 AM to 4:30 PM (some after hours and weekend work may be required on occasion)
Telework: AD-hoc. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements (IOR) Health System Administration Series, 0671: The Occupational Series 0671 includes an Individual Occupational Requirement (IOR). Candidates may not hold a position in this series without meeting one of the IOR requirements established by OPM. Must meet one of the following Education or Specialized Experience or In-Service Placement:
Education: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the Time-In-Grade and Individual Occupational Requirement requirement above, the following is the specialized experience requirement to qualify at the GS-13 grade level in this occupation.
Preferred Experience: year of planning experience. Demonstrated ability to facilitate an organization through the strategic planning process. To include: mission, vision, and values; conducting environmental scans and gap analyses; strategic development and
prioritization; implementation and tracking, short and long term facility goals.; preferred 2 years supervisory experience
Specialized Experience, GS-13: Do you possess 52 weeks or more of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of Health System Specialist, GS-0671-13 position? Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform to perform successfully the duties of the position, and that are typically in or related to the position to be filled in a medical, surgical, or hospital setting. Examples of specialized experience are defined as: possesses advanced knowledge of health care delivery systems, including differences between private sector and governmental systems such as VA, DoD, County Public Health, etc. It is preferred that the incumbent possess knowledge of VHA medical centers and planning guidance, knowledge of assessment tools for identifying the current facility status, actual and potential problem areas, identifying and interpreting trends and significant factors, as well as knowledge of social, economic, and other conditions affecting performance of health care delivery systems including population, demographics (veterans and community), economics, budget, personnel and procurement to obtain information for studies and to perform coordination functions, knowledge and usage of advanced principles and practices related to health care delivery management, policy setting and planning and budgeting systems, demonstrates advanced knowledge and skills related to establishing and conducting Strategic Planning at a corporate, network or field facility level, and possesses knowledge and experience with development of Memorandums of Understanding, Sharing Agreements, specifically VA/DoD or with the private sector. Facilitates agreements which are mutually beneficial to two or more organizations.

Physical Requirements: No special physical demands such as above average ability, dexterity or strength is required to perform the work. Work is sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile etc. Fieldwork may involve traveling to other facility sites of care, interviews, meetings and sources of information. Work is performed in the office setting. May require occasional travel. Work is usually performed in offices, meeting rooms, or similar settings.
