Duties

This position serves as the Executive Assistant to the Associate Medical Center Director at the Tennessee Valley Healthcare System. Performs duties directly contributing to the administrative management of the facility. Duties require incumbent to apply the specialized principles and practices of health care management in directing or supporting a health care delivery system. The primary purpose of this position is to provide support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. The responsibility of the incumbent is to carry out various assignments of a comprehensive nature designed to assist the Office of the Director in directing and evaluating the effectiveness of numerous programs and activities. The core duties of this position include but are not limited to: Provides full staff assistance on administrative matters for the Executive Leader. Directs and coordinates all administrative matters relative to services under the oversight of the Executive Leader. Performs staff support work to develop comprehensive short-range and long-range medical center plans, goals and objectives. Advises and assists management responsible for planning, organization, development, direction and evaluation of administrative programs. Maintains full awareness of the objectives of the VA, VHA VISN and Facility objectives in a manner to ensure successful implementation of the goals and to keep management aware of potential problem areas before they escalate into major issues. Conducts and reports on audits and inspection activities through "white papers" and reports. Prepares correspondence to local and national inquiries by collecting and analyzing information and preparing responses for final signature. Conducts qualitative and quantitative analysis and summarizes significant results and recommendations to improve services and to promote quality care. Develops methodology to assess the function of assigned areas and assists management in problem identification of services and components. Represents executive team members and the facility in various committee meetings and public forums including interacting with all levels of the public, local, state, national officials and all levels of VA leadership. Promotion Potential: This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-13. At the GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/24/2024. This occupation also has Individual Occupational Requirements (IOR). An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants MUST have one of the following listed below. Individual Occupational Requirements: 1. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR 2. Education: Undergraduate or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program that included a formal individualized training plan that was conducted in an operating health care system. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. In addition to meeting the Individual Occupational Requirements for the position you must meet the following specialized experience requirement to qualify at each grade level. Specialized Experience (GS-12): In addition to the basic requirements, applicants must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform to perform successfully the duties of the position, and that are typically in or related to the position to be filled in a medical, surgical, or hospital setting. Examples of specialized experience are defined as: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Such work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities. Experience must have provided knowledge of missions, organizations, programs, and requirements of health care delivery systems. Experience must demonstrate knowledge of the management and organizational structure of hospitals and health care systems; comprehensive knowledge of qualitative and/or quantitative methods for improvement of program effectiveness or the improvement of complex management processes and systems. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
