This position is located in the Department of Health and Human Services, Office of Minority Health (OMH), located in Rockville, Maryland.

Duties

If selected for this position, you will join a well-respected team that is responsible for supporting a full range of Management and Program Analyst (Talent Management) duties within Department of Health and Human Services/Office of Minority Health (OMH). Typical duties include: Serving as the Senior Analyst for Talent Management, conducting analysis and leading implementation of Talent Management/Human Resources processes for OMH management (e.g., position management, staffing patterns and vacancies, recruitment, onboarding, performance management, and recognition). Serving as a Talent Management Liaison between the OMH Managers and the Office of the Assistant Secretary of Health (OASH) Talent Management Staff and Administrative Support Staff to provide comprehensive human capital management and human resources liaison services for all OMH units. Communicating concise and organized written information and orally expressing information to individuals or groups effectively, considering the audience and nature of the information. Utilizing advanced skills in analyzing issues and presenting facts, recommendations and/or solutions that are clear and concise.

Qualifications

Specialized Experience: GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: Implements processes related to Talent Management/Human Resources that support the organization's mission-oriented goals, including recruitment strategies to attract high quality, diverse pools of applicants; Evaluates management procedures/practices to recommend improvements to the talent management operations of the organization; Utilizes qualitative and/or quantitative methods to analyze the effectiveness, efficiency or productivity of administrative and/or technical programs; Develops new and/or modified work methods or processes; Plans and/or coordinates projects that involve the input of groups or individuals. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
