You will serve as the Scientific & Technical Liaison Officer (STILO) supporting the intelligence needs of the Navy's research and acquisition community, including the Office of Naval Research, systems commands, program executive offices, warfare centers, laboratories, and Research, Development, Test and Evaluation (RDT&E) activities for the Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).

Duties

You will serve as the activity's tasking authority for communicating required intelligence and threat support needs via the Community On-Line Intelligence System for End Users and Managers (COLISEUM) or other appropriate mechanisms. You will maintain awareness of planned and ongoing command programs and projects to ensure they receive appropriate intelligence support and maintain awareness of and disseminate applicable finished intelligence. You will translate requirements, including production requirements, statements of intelligence interest and critical intelligence parameters. You will ensure Navy research and acquisition programs considering and using valid and current intelligence appropriate to the programs, to include threat modules, validated online library threat reports and threat letters. You will strengthen the interface and flow of information between the intelligence community (IC) and Navy technical components that require intelligence support. You will develop recommendations and analysis of technical requirements and implementation within complex command projects, including incorporating detailed technical requirements as it relates to intelligence and threat assessments.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 pay band (GS-12/13 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer analyzing requirements for projects related to ship controls, navigation, network, propulsion and power systems to develop and implement support for the intelligence community. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
