You will serve as a Technical Specialist within the Cybersecure Hull, Mechanical and Electrical (HM&E) Control Systems & Networks Department, Code 50, HM&E Ship Control, Navigation, and Networks Systems Division, Code 52, Ship Controls to the DDG 51 Class, Code 524 of Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).
Duties
You will direct technical projects concerning new and future advanced technologies.
You will identify technological gaps and needs and forecast and assess performance criteria.
You will execute project plans and oversee teams, projects/programs, analyze results, report status and progress for program reviews.
You will work with the Integrated Bridge Controls (IBC) project and technical leads to coordinate the execution of the activities required by the program.
You will conduct and direct independent investigative and/or experimental efforts intended to advance state-of-the-art in steering and propulsion controls technologies.
You will analyze and interpret test results and data, and justify all recommendations for further research, or for pursuit of various developmental efforts.
You will develop and implement in-house instructional programs to advance the expertise of branch personnel in new analytical procedures, techniques and
equipment.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 632 level Advanced within 12 months of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist providing technical project management support (e.g., planning, advisory, consulting, analytical) for ship control systems (e.g., cybersecurity, risk management framework, installation process) to ensure engineering and management requirements. Examples of Qualifying Experience may include demonstrated knowledge of Shipboard Installation Processes or System Engineering Processes; in-depth knowledge and project management skills related to the DDG 51 Ship Control Systems platforms; working knowledge of DDG 51 Ship Control Systems for in-service and acquisition programs with resource management.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
For 08xx, All Professional Engineering Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For 1550, Computer Science: Successful completion of a degree in computer science or degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
