This position is located within the Division of Clinical and Community Services (DCCS). The incumbent will serve as a Management Analyst on the Community Health Aide Program (CHAP) team. The incumbent reports to the Director, DCCS.
Duties
Analyze and Evaluate Organizational Management & Administrative Operations:
Perform complex studies or segments of larger studies that analyze and evaluate the management practices and methods, and administrative operations of an organizational unit or segment of an organizational unit. Identifies and analyzes issues/problems facing management. Analyze and evaluate the effectiveness of managerial operations in meeting established goals and objectives. Use statistical tables, or similar tools, in the evaluation process. Propose areas and methods by which efficiency of operation can be improved.
Provide Contract and Financial Support:
Apply analytical techniques to compile budget information and provides reports to supervisor regularly. Work with the Division of Acquisition Policy, contract officer technical representatives, and subject matter experts in the development of grant and contract related documents which may include concept memoranda, scopes of work, funding memoranda, etc.
Develop Reports & Review Processes & Procedures:
Compile data and prepare draft administrative status reports for review at all levels. Review internal processes and procedures and proposes improvements to promote efficiency and cost savings. Evaluate proposals for, and make recommendation on such matters as requested for reorganization or improved efficiency.
Implement Operational Policies & Procedures:
Develop and implement final routine policies, guidelines, instructions, and procedures for administrative and management requirements. Review policies and procedures to ensure they are aligned with policies established at higher levels in the Agency or the Department.
The duties listed above are listed at the full performance level, GS-13. If selected at the GS-11 or GS-12 level, you will work in a developmental capacity leading to the full performance level.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS, GS-0343-11:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Qualifying examples of specialized experience must include. but is not limited to:
Preparing routine reports regarding health program data;
Reviewing various health care programs and proposing areas of improvement to promote efficiency and cost savings; AND
Gathering community health information and statistics to provide valuable information in promoting program development.
OR
Completed a Ph.D. or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Must submit Transcripts)
OR
Combination of the specialized experience and education as described above. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18. (Note: Only education in excess of the second year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts. (Must submit Transcripts)
MINIMUM QUALIFICATIONS, GS-0343-12:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Qualifying examples of specialized experience must include. but is not limited to:
Reviewing Community Health Aide Program (CHAP) policies and procedures to ensure they are aligned with policies established at higher levels in the Agency or the Department;
Compiling CHAP data and preparing draft administrative status reports for review at all levels;
Performing studies analyzing and evaluating the management practices and methods of a national program, such as CHAP; AND
Identifying CHAP program issues or problems and preparing draft possible courses of action for resolving them
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
