You will serve as a PROGRAM MANAGER in the Facilities and Environmental Department of COMMANDER - NAVAL INSTALLATIONS.

Duties

You will serve as the primary interface with all DoD, Navy, Federal Commands, including Navy offices and non-federal agencies on climate projects, plans and studies You will provide Navy climate policy guidance, program management and direct technical support 10 Regions and 70 Installations, independently resolving critical problems or issues related to policy application You will identify, evaluate, synthesize, and interpret strategic climate trends, utilizing existing or helping to create new innovative approaches to substantially improve the management of Navy climate-related infrastructure programs You will develop climate metrics, assess, and report climate programs within the Navy and DoD

Requirements

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrate expertise in shore facility management and infrastructure programs with the DoD, to include knowledge of planning, design, construction, alteration, inspection, repair, and maintenance of facilities and a working knowledge of DoD organization, policies, regulations, and guidance 2) Demonstrate expertise in developing agency policy guidance, decision support, and training guidance on climate security, adaptation, and mitigations to improve the Navy's climate resiliency 3) Demonstrate the ability to comprehend complex climate issues, recognize strategic trends, develop recommendations, overcome challenges, communicate change, and implement recommendations 4) Demonstrate ability to work in a team, lead a team of subject matter experts, seek common understanding, and communicate common goals 5)Demonstrate ability to plan, program, and justify project funding requests through all levels of review in the chain of command up to and including Congress Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
