This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Africa, at the U.S. Agency for International Development (USAID).

Duties

Supervises administrative staff in the Front Office, consisting of employees performing work at the GS-09 through GS-12 levels. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Serves as an expert in agency-wide programs, strategic planning, business process analyses, and operational efficiency and effectiveness. Serves as a senior advisor to the AFR Front Office on all aspects of administrative and management policy and operational support in various administrative and resource management functions, including personnel matters and organizational management. Leads, conducts, or participates in complex management studies, particularly those with wide or significant effect upon AFR's programs to strengthen partner country capacity to improve aid effectiveness and sustainability. Establishes and maintains working relationships with headquarters and mission staff, various high-level individuals such as senior Agency officials, members of Congress and other senior US Government officials. Assembles data, creates complex functional models to analyze processes, problems, programs, organization, and functions of the Africa Bureau and prepares written documents and presentations for briefing senior management.

Requirements

  • Must be able to obtain and maintain a Secret security clearance.
  • Time in grade must be met by the closing date of the vacancy announcement.

Qualifications

Specialized Experience: GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) developing and implementing policies and guidelines affecting broad, emerging, and/or critical agency programs; (b) providing expert advice and guidance to senior leadership on long-range strategic plans, goals, and objectives to evaluate the effectiveness of programs; (c) conducting comprehensive analysis to improve the quality of information available to facilitates its use in critical decisions; (d) developing materials for and briefing Agency leadership on issues related to diplomatic engagement and development cooperation; and (e) identifying and developing ways to resolve problems or cope with issues that directly affect the accomplishment of management goals and objectives. : Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.
