This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at McNary Project, a hydro-electric generating facility, near the town of Umatilla OR.
Duties
Serves as the Program Director and Hydropower Training Coordinator and as the principal instructor for the Walla Walla District Hydroelectric Power Plant Training Program.
Plans and executes training programs, instructs, trains, and applies practical knowledge of multiple crafts in the development of operational, electrical, and mechanical skills, culminating at the journey level.
Exercises wide-scoped technical knowledge of and seasoned experience with the equipment, systems, and technologies integral to a typical hydroelectric generation facility.
Coordinates and schedules with the Electrical and Mechanical Crew Foremen and Chief of Operations for substantial and progressive shop assignments paralleling class and independent study material.
Prepares audiovisual programs, including videotapes, to reinforce or supplement written information on all pertinent phases of power plant, turbine/generator, and spillway control operations.
Research appropriate commercial "off the shelf" non-traditional and exportable training packages or develops training modules that can be exported among the six training sites.
Develops and oversees parallel training programs to accommodate apprentices at the 4-year entry apprenticeship level and/or the 2-year post-trade school level at the six projects.
Makes regular site visits among the six District hydroelectric facilities to oversee and monitor required training and insure consistency of basic program elements and criteria.
Provides day-to-day general supervision of 10-30 trades and crafts trainees at one to six geographic sites and power plant projects.
Develops a cross-training program to accommodate the continued skill maintenance and advancement of journey-level trades and crafts personnel for the six project sites.

Specialized Experience: One year of specialized experience that demonstrates a practical knowledge of the subject area of the the position and of the methods and techniques of instruction, which includes (1) administering a training program; and/or (2) development or review of training/course materials, aids, devices, etc., and evaluation of training results; OR (3) experience in the mechanical, electrical, and/or operations trades.
