The primary purpose of this position is: To serve as the Foreign Language Distance Learning Program Manager of the Foreign Language Division, Air Force Culture and Language Center (AFCLC) and is responsible for developing and executing an Air Force-wide foreign language distance learning program.
Duties
Oversees the development and execution of a sustainable, manageable and accountable foreign language distance learning program of 4000+ Air Force students located worldwide.
Facilitates the execution of Foreign Language Immersion events for 1000+ participants/year.
Serves as a key advisor in the execution of the AU Language Program.
Strategizes and assists in the execution/establishment of procedures for Language Enabled (LEAP) personnel utilization.
Functions as a USAF subject matter expert in foreign language learning.

- The development of cross-cultural curriculum within Air University requires an interdisciplinary approach using a unique synergy of academic disciplines and military operational expertise.
- It is highly desirable that the incumbent have multi-discipline expertise in the behavioral/social sciences and area studies and experience in the security sector.
- A graduate degree in a social or behavioral science academic discipline with a strong emphasis on foreign language is highly desirable.
- It is highly desirable that the incumbent have operational experience as a cross-cultural practitioner and be familiar with at least one language other than English.
- Work may occasionally require TDY travel away from the normal duty station on military or commercial aircraft.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes 1) assisting in designing, developing, and executing of foreign language distance learning programs; 2) applying concepts, principles, procedures, regulations, laws, and instructions applicable to curriculum development; 3) designing, developing and evaluating course material; 4) evaluating and researching academic programs as they relate to distance learning in order to recommend improvements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of educational technology and instructional techniques, to include evaluation and procedures.
2. Knowledge of research methods and demonstrated ability to conduct research in area of expertise with personal credibility as a scholar and practitioner in the areas of culture, language and area studies.
3. Detailed familiarity with foreign language requirements within a warfighting command along with command language program operations, processes and procedures.
4. Detailed familiarity with Air Force and DOD foreign language education/training venues and with public and private sector sources of cultural and language learning expertise.
5. Skill in designing, developing and evaluating course materials and ability to publish in peer-reviewed professional literature related to area of expertise.
6. Ability to communicate effectively orally and in writing with excellent management and planning capabilities and good interpersonal skills; ability to stay well informed on rapidly changing training programs as they relate to distance learning, to evaluate impacts on organization missions, and ability to develop plans to satisfy LRC training requirements worldwide.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
