The primary purpose of this position is to serve as doctrine analyst who provides scientific information and guidance, analyzes problems and historical trends associated with the management and conduct of air, space, and cyber power, and furnishes a quantitative and qualitative basis for command and management decisions. Duties

Plans, conducts, and directs operations research activities to support development of Air Force, joint, and multinational doctrine. Using proven, as well new and innovative approaches, studies complex data and data sources using appropriate and varied analytical techniques to develop military doctrine. Reviews, edits, and writes doctrine based upon knowledge and clear understanding of current United States Air Force (USAF) and joint military policy, operational practices, and study results, requiring a thorough understanding of the functioning of the Joint Force, North Atlantic Treaty Organization (NATO) and multinational partners, and the Air Force. To support the development of relevant and current doctrine, independently seeks out and analyzes a complex variety of data sources and reference material on actual, simulated, and theoretical military operations and concepts.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Recall to duty may be a requirement of this position.
  • Employee may be required to travel to forward operating locations (FOLs), Geographic Combatant Commands, and the National Capital Region (NCR).
  • Overtime and/or emergency overtime may be required.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and or /holidays.
  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (cont'd)

  • Rated aircrew or air operations center experience preferred,  command experience desired.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of one or more specialized areas of operations research sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature, difficult to determine in advance. Mastery of qualitative and quantitative research techniques and concomitant ability to obtain information concerning complex subject studies so as to be able to perform sound analysis. Expert knowledge of workings, characteristics, and composition of major weapons systems and relationships to other weapons systems and concomitant military operations, strategies, tactics and associated logistics. Expert knowledge of command relationships affecting global organizations from the level of combatant command to the tactical level. Expert knowledge of complex subjects under study so that conclusions reflect real world environments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of operations research analysis techniques and possession of analytical abilities. Knowledge of a wide variety of weapons systems and command relationships. Skill in establishing and maintaining effective relationships with customers, information sources, project team members, and General Officer/Flag Officer (GOFOs). Skill in written and oral communication sufficient to present information on the scope, methods, and results of studies. Ability to; develop and use appropriate data collection techniques, build, and use models and simulation techniques, execute projects and/or studies within established financial and time constraints, organize and lead both study and writing teams at the O-6 level, at a minimum, originate new ideas, projects, studies, and methodologies. Knowledge of personnel management policies, practices, and procedures, including the ability to adjust work operations to meet emergencies, the ability to change program or production requirements within available resources and with minimum sacrifice of quantity or quality of work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
