The primary purpose of this position is to serve as the senior civilian leader to the Civil Air Patrol (CAP) within the command element of United States Air Force (CAP-USAF) providing executive leadership, management support, and technical advice to Congress, Secretary of the Air Force (SECAF), Headquarters United States Air Force (HQ USAF), Combatant Commands (COCOMs).

Duties

In conjunction with the CAP-USAF Commander and using US military rated officer expertise, accomplishes all aspects of planning, determination of organizational goals and areas of program management for operational oversight of CAP (cont. below) as the Air Force Auxiliary supporting Federal, State and communities across the U.S.. Plans, organizes, supervises and participates within all activities of the CAP-USAF's operations, community support and CAP-USAF command functions. Interfaces with Congress, SECAF, HQ USAF, COCOMs, MAJCOMs, NAFs, Federal agencies, State Congressional and Legislative agencies, and non-governrnental officials, in order to fully leverage CAP (cont. below) resources to meet mission requirements and promote/achieve Political and Military Community objectives. Maintains constant awareness of economic, operational and political climate in areas or with CAP-USAF responsibilities, and makes or recommends project, program, and/or objective changes as necessary. Operates a 1 single engine aircraft in support of CAP-USAF duties.

  • The position requires the employee to occasionally travel away from the normal duty station. The employee must be willing and able to travel on military and commercial aircraft. The employee must maintain FAA physical standards for flight operations.
  • The employee may be required to work overtime. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. Category II/Type 5 (Code "O"). The incumbent is subject to random testing for drug use.
  • US military rated experience highly desired and must maintain aircraft currency. Command and/or senior leadership experience at the Wing-level or above highly desired.
  • Incumbent must possess and maintain a FAA Medical Certificate Second Class or better.

  • This is a Supervisory Position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

This is a Key position JAW DoD Directive 1200.7. The incumbent must be removed from military status if alternatives for filling the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. Incumbent is required to meet and maintain USAF requirements to pilot general aviation aircraft on a recurring and regular basis, in support of the CAP-USAF mission. As a minimum, must possess and maintain (FAA) certification to exercise the privileges required to FAA Commercial Pilot certificate with airplane single engine land (ASEL) and Instrument Airplane ratings. Incumbent is required to instruct and evaluate other CAP and CAP-USAF pilots. This requires either a FAA Certified Flight Instructor (CFI) certification or military instructor pilot equivalency. Loss of flying status, if not correctable within one year, results in incumbent no longer meeting the conditions for rated duties. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes but is not limited to mastery of laws, rules, regulations, theories, principles, practices and the interrelationship of the following CAP-USAF functions: operations, comptroller, facilities, logistics, manpower, civilian personnel and training, and high-level inquiries; mastery of the application of military aviator expertise as it applies to Service and command programs and assigned weapons systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of laws, rules, regulations, theories, principles, practices and the interrelationship of the following CAP-USAF functions: operations, comptroller, facilities, logistics, manpower, civilian personnel and training, and high-level inquiries. 2. Mastery of advanced management and organizational principles and practice to develop and implement integrated approaches and solutions to mission/mission support problems, policies and procedures. Mastery of the application of military aviator expertise as it applies to Service and command programs and assigned weapons systems. 3. Knowledge and experience within general aviation safety and security regulations, practices, and procedures. Ability to plan strategically and operationally, organize, and direct functions and mentor, motivate, and apprise the staff thorough subordinate supervisors. 4. Proven ability to analyze, plan, coordinate and adjust work operations of multiple organizations/divisions to meet program requirements and objectives within available resources. Expert ability to communicate, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but is the best solution to achieve the intended goal. Ability to establish working relationships with others. 5. Ability to adjust work operations and program objectives to meet changing program requirements within available resources with a minimum sacrifice of quality and quantity of work. Ability to communicate clearly and effectively orally and in writing to include public speaking before large and small audiences alike. 6. Knowledge of and skill in operating small fixed wing general aviation aircraft operations. Knowledge of flying, logistics, and support missions and their integration in order to guide CAP units on mission planning, execution, and support. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
