The Office of Strategic Sourcing (OSS) service line under the Office of Information Technology (OIT) and be part of VA's digital transformation. OSS manages VA's cybersecurity program to protect Veteran data and VA information systems. Delivers enterprise-wide strategy, policy, governance, and network defense through collaboration with VA and OIT.

Major Duties: Program Management Leads a team of vendor management professionals to develop a comprehensive vendor management program. Interprets policies for programmatic impact and develops and/or revises programmatic policy, regulatory guidelines, or requirements ensuring all processes and guidance adhere to Strategic Sourcing and information security policy, principles, and practices. Supervision Supervises and directs the efficient planning and operation of the vendor management program. Develops short and long-range plans with employees. Manages the vendor management program; sets priorities and deadlines; reviews and assigns work; finds way to improve work methods, productivity and quality. Adjusts work assignments to accommodate resource allocation decisions; approves and disapproves leave; interviews candidates. Vendor Management Analysis Plans and executes complex IT strategic vendor analysis and studies. Prepares business case, spend analysis, and procurement documentation for the application of IT solutions. Performs requirements and needs analysis to define opportunities for new or improved business solutions. Develops comprehensive vendor management plans, and coordinates with key stakeholders to include customers, technical subject matter experts, acquisition staff, and senior leaders as needed. Project Management Leads technical implementation teams to ensure the successful integration of IT programs, services and commodities pertaining to strategic vendor management. Develops interoperable solutions based on vendor, customer, and stakeholder requirements. Manages assigned projects using project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, evaluating, and reporting on accomplishments. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site. Working Conditions: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below. Information Technology (IT) Management Series 2210 (Alternative A) (opm.gov) This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. EDUCATION Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR EXPERIENCE: Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE REQUIREMENTS In addition to the basic requirement, a qualified candidate's online application and resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: GS-14: You must have one year of specialized experience equivalent to the next lower grade (GS-13). Specialized experience for this position is defined as: Must be able to show expert level experience supervising contract and data analysis to include producing briefings that reflect evaluation of data and its impact on current and future projects/programs. Must supervise and oversee the complex vendor management plans, processes, procedures and develop guidelines and standards regarding implementation while ensuring vendor management tasks are accomplished in accordance with pertinent acquisition and government regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
