Duties
At the full performance level, you will be responsible for planning and implementing the full spectrum of budget and financial management services. If selected for this position, you will receive formal and/or on-the-job training, as needed.
Duties include:
Gathering and consolidating narrative information and statistical data needed for budget operations and financial reporting
Researching legal, regulatory, program, and budgetary information
Monitoring and tracking obligations and expenditures for the office
Verifying that obligations and expenditures occur on a timely-basis in accordance with regulatory controls
Providing information based on the products of the financial management system
Providing a wide variety of budgetary reports
Producing a variety of written documents and materials using a wide range of office software applications
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation
- You must be registered for Selective Service, if applicable
- If selected, you may be required to complete a one year probationary period.

Qualifications
GS-09
Specialized Experience: Applicants must have one full year of specialized experience equivalent to GS-07 level in the Federal Service (obtained either in the private or public sectors) performing the following:
Experience implementing financial management activities and preparing a variety of financial reports and spreadsheets; and
Experience developing or processing a variety of invoices and documents in a financial management system.
OR
Education: Successfully completed a master's or equivalent graduate degree or two full years of graduate level study leading to a master's degree or LL.B or J.D degree from an accredited college or university in a field such as finance, economics, management, accounting, or another closely related field that provides the knowledge, skills, and abilities necessary to do the work.
OR
Combination: Successfully completed a combination of education and experience as described above that, when converted to percentages, equal at least 100% of the total requirement. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify this grade level.
GS-11
Specialized Experience: Applicants must have one full year of specialized experience equivalent to GS-09 level in the Federal Service (obtained either in the private or public sectors) performing the following:
Experience planning, implementation, and administering financial management activities, providing technical guidance to supervisors and managers, preparing a variety of financial reports and spreadsheets; and
Experience processing a variety of invoices and documents in a financial management system.
OR
Education: Successfully completed a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree from an accredited college or university in a field such as finance, economics, management, accounting, or another closely related field that provides the knowledge, skills, and abilities necessary to do the work.
OR
Combination: Successfully completed a combination of education and experience as described in A and graduate level education as described in B that, when combined, equals 100% of the total requirement.(Note: Only graduate education in excess of two (2) years (36 semester hours) can be used in this calculation.)
