Director of Operations located in OIT, EUS, EUO, Mid-Atlantic District Operations, in Territory 2 (Baltimore MD, Beckley WV, Clarksburg WV, Huntington WV, Martinsburg WV, Washington DC) and Territory 3 (Asheville NC, Durham, NC, Fayetteville NC, Hampton VA, Richmond VA, Salem VA, Roanoke VA, Salisbury NC). This position provides leadership and resource management, leading the development and implementation strategy required to manage IT EUO for a group of areas within an OIT EUO District.

Duties

The Director of Operations provides leadership and resource management for a group of areas within an OIT EUS District by overseeing the day-to-day operations, services, maintenance, and security for all customers within a group of areas within a District. This is a non-bargaining unit eligible position. This position is primarily aligned to the following NICE Cybersecurity Workforce Framework work roles: Cyber Codes: 805-IT Program Auditor; 801-Program Manager In this position you will serve as Supervisory IT Specialist (Director of Operations). Typical work assignments include: Provides leadership, planning, and management of information technology strategy, development, and implementation in their assigned areas. Ensures that all managers under their supervision comply with applicable Federal Laws and agency regulations regarding Equal Employment Opportunity, Reasonable Accommodations, Alternate Dispute Resolution, and applicable Union contracts. The incumbent has direct responsibility for support services and delivery for all VA customers within their areas and collaborates closely with partners in the Infrastructure Operations and Command Center Operations divisions to deliver full service and total ticket management for VA IT end users. Creates, maintains, and enforces policies and procedures regarding computer operations in the IT department in their assigned areas. Functions as incident and problem manager for all major incidents within their areas and helps develop root cause analysis of system and process failures. Collaborates and provides recommendations on the development and implementation of IT policy and strategy to manage mission critical IT end user operations VA-wide, impacting all administrations. Provides direction on VA IT programs and services in their area as well as other statutory and regulatory requirements impacting the ability of VA to accomplish its mission, regarding multiple area operations activities. Enforces strict adherence to VA's standards, architectures, and change control, including version and release management, governance and strategic planning, and SLA compliance. Prepares cost estimates and budget recommendations, monitors, and controls expenditures, and allocates IT service costs to align spending with strategic objectives and improve cost transparency in their assigned areas. Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-15 position you must have served 52 weeks at GS-14. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position, all qualification requirements must be met by the closing date of this announcement 09/12/2024. Basic Requirements Education: There is no substitution of education for experience at the GS-15 grade level. Experience:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: Oversee day-to-day IT operations, services, maintenance, and security for customers; collaborate and provide recommendations on development and implementation of IT policy and strategy to manage mission critical IT field operations; measure and communicate key performance metrics for IT services, and analyze data to identify service strengths, and weaknesses Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
