The primary purpose of this position is to develop, implement, and ensure compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all programs/weapon systems and cyber capabilities in the organization. Provides project planning and management expertise. Plans, directs and integrates the work efforts of other project managers.
Duties
The primary purpose of this position is: Develop, implement, and ensure compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all programs/weapon systems and cyber capabilities in the Air Force Lifecycle Management Center (AFLCMC). Provides essential project planning and management expertise throughout the life cycle of these initiatives. Plans, directs and integrates the work efforts of other project managers, when projects are so broad-based as to require team effort.
Position Duties:
DUTY 1: Provides direct support for AFLCMC Cyber Weapon System IT requirements including those that are related to National security. Serves as the project manager coordinating, communicating and integrating all work efforts to ensure the overall success of the project which aligns with critical AFLCMC priorities.
DUTY 2: Maintains programmatic oversight for all fielding and planning required for newly acquired Information Technology and cyber weapons systems. Develops strategies and resolves outstanding issues to ensure the implementation effort continues to satisfy AFLCMC Branch objectives, AFLCMC Division goals and supports AF and DoD requirements.
DUTY 3: Conducts, participates in, and defends program positions at program design reviews, requirements program management reviews and user groups. Reviews requirements, concepts, strategies, and plans for AFLCMC to assess the impact on AF and DoD information technology systems and architectures.
DUTY 4: Develops detailed decision-making information. Presents project recommendations, justification and other critical project information to Branch and Program managers to present within the AFLCMC Division and affiliated cyber operational units.
DUTY 5: Consults with and advises AFLCMC Division during the development and preparation of new cyber weapon systems capabilities. Ensures the application of architectures conform to key policies, standards, and guidelines to show relationships between major IT programs; and to define evolutionary paths (i.e., road map of future goals) to achieve target architectures.

- Incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- This position requires information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within 12 months of assignment of these duties.
- A waiver of this 12 month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- Employee may be required to work irregular workhours.
Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Standards IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes demonstration of applying advanced skills in applying IT planning and policy knowledge to requirements gathering, planning, implementing, and communicating complex technical ideas and often-controversial programs and processes effectively to customers, technical personnel, management and senior leadership. Extensive knowledge of software development and new applications of IT, emerging technologies, and how those applications may be applied to agency mission and business processes. Expertise in a variety of DoD IT management specialties and architecture for the purpose of integrating and leveraging projects and initiatives as needed.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive working knowledge of IT concepts, systems, architectures, and programmatic management skills. A thorough knowledge of Air Force policies, standards, and procedures pertaining to Information Technology systems.
Possess working knowledge of existing DoD and AF information technology systems and their capabilities. Must understand, evaluate, and translate the needs of information technology users into requirements and be capable of analyzing systems incorporating multiple and diverse IT commodities, and the ability to conceive an integrated plan, successfully translating all system requirements into a suitable implementation program. Plus working knowledge of Command, Control, Communications, Computer Intelligence, Surveillance, and Reconnaissance (C4ISR) guidance.
Working knowledge of state of-the-art developments in communications and computer systems, both military and civilian, and demonstrated awareness of general policy, technology and programs as they apply to current or planned equipment and methods for program planning. This knowledge will be used to insure adequate flexibility is available within plans to properly manage current and future projects, programs or enhancements.
Must be able to organize, prepare and discuss concepts and technical issues in an appropriate manner with senior level staff. Excellent written and verbal skills are mandatory since the incumbent will be working in a multidiscipline environment with different levels of management and engineering staff. Knowledge of planning principles and methods, enterprise architecture policy and planning processes, and cost benefit analysis methods sufficient enough to prepare investment plans to support the AFLCMC mission.
Working knowledge of the principles, policies, and practices of project management, systems acquisition, integrated logistics support and program management to plan, organize, and manage critical aspects of the development, production and deployment of comm.-computer systems, subsystems, and equipment.
Enhanced knowledge of business and industry management, procurement procedures and production practices in order to evaluate and recommend procurement strategy objectives, implementation methodologies and program integration goals.
Ability to gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management.
