This position is within the Bureau for Planning, Learning and Resource Management (PLR) at the U.S. Agency for International Development (USAID). PLR is responsible for directing the Agency's program and resource planning to shape overall strategic investments and performance.
Duties
Manages the Agency’s corporate relationship and represents the Agency in routine engagements with specific partners and organizations.
Coordinates across the Agency and interagency to ensure coherence and accountability in USG engagement with partner institutions.
Maintains collaborative and cooperative working relationships within PLR and with USAID Bureaus, Independent Offices, and Missions, to advance USAID’s international policy leadership across the Agency’s engagement with these partners.
Develops and presents high-quality briefing materials for senior-level stakeholders.
Requirements
- United States Citizenship is required.
- Relevant experience (see Qualifications below).
- Must be able to obtain and maintain a security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.
- If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.

Qualifications
Specialized Experience:
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) developing and implementing strategies to strengthen engagement with donor partners; b) advising and negotiating with internal and external stakeholders (bilateral donor partners; private and philanthropic foundations); c) providing technical leadership and serving as an advisor to leadership to advance critical priorities with donors; and d) clearly articulating complex policy issues orally and through written materials.
GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) implementing strategies to strengthen engagement with donor partners; b) advising internal and external stakeholders (bilateral donor partners; private and philanthropic foundations); c) serving as an advisor to leadership to advance critical priorities with donors; and (d) clearly articulating complex policy issues orally and through written materials.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
