This position is located at the Minneapolis VA Health Care System within the Geriatrics and Extended Care service line. The employee has a key role in the linkage of administrative and clinical functions within the service line. *This is not a remote or virtual position, you must live within or be willing to relocate within a commutable distance of the duty location.*

Duties

***THIS IS NOT A VIRTUAL or REMOTE POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties include but are not limited to: Works with program leaders and managers to develop appropriate levels of administrative support in the program being managed Develops tools, monitors, reports, and information regarding the assigned program in compliance with applicable VA Handbooks, Directives, and guidance as well as applicable federal statutes Performs work based on the advanced working knowledge of policies and procedures in support of the assigned programs and projects, to include but not limited to performance measures, performance improvement, program efficiencies, budgetary controls, expenses, audits, and overall operation of the service Plans, designs, and carries out complex assignments independently, keeping program leaders informed of progress Performs an integral role in process improvement at the service line level, looking at ways to improve production, increase the quality of work, and works effectively with strategic planning with the service line leadership Provides administrative support to ensure effective operations reporting, evaluation, and requirements related to various regulatory bodies Gathers and analyzes patient, statistical, and financial data for trends and provides related reports, graphs, flowcharts, spreadsheets as required Researches ways to improve processes, save funds, and maximize program efficiencies Work Schedule: Monday-Friday, 8:00 a.m. - 4:30 p.m. (work hours may be further discussed during the interview) Telework, Ad Hoc: Ad Hoc telework occurs on an occasional, non-routine basis- for example, inclement weather or telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS=07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: gather, compile and analyze data; provide administrative support such as running and writing reports, maintaining records, composing letters and memos, etc.; develop and implement policy, standard operating procedures, systems and/or other guidelines related to operational needs; and collaborate and coordinate with different service lines, leaders and/or managers to accomplish mission objectives. You will be rated on the following Competencies for this position: Administration and ManagementClericalData ManagementData Systems Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination. The work is primarily performed in an office requiring the incumbent to work at a desk for extended periods. Typically, the employee may sit comfortably to do the work. However, there will be some walking, standing, and carrying of light items. Working conditions: The PD states that the work environment involves everyday risks or discomforts and requires normal safety precautions typical to such places as meeting and training rooms, libraries, or commercial vehicles. The work area is adequately lighted, heated, and ventilated. May be required to work in patient care areas to observe processes and/or train staff or oversee work, which will require the incumbent to employ appropriate infection control techniques.
