Duties
Serves as a team lead to distribute team assignments among team members in accordance with workflow, skill level and specialization. Provides authoritative technical guidance to other IT specialists.
Leads development of testing continuity software supportive of tracking regression and new functionality.
Coordinates with cross-functional teams to ensure the testing outcomes align to financial, disbursing, and accounting system requirements.
Participates all phases of the life cycle of a major finance and/or accounting automated information system using PL/SQL, Java, and Oracle Reports to design, unit test, debug, and deploy software releases.
Evaluates and analyzes impact of proposed new systems and system change requests to existing operational systems. Identifies the size and scope of problems or new approaches being investigated.
Identifies and formulates plans to resolve problems by applying new and evolving technology. Prepares system documentation. Prepares technical briefings for management reviews.
Performs studies to monitor and improve or enhance a major finance and/or accounting automated information system.
Creates and monitors all project schedules to ensure on time delivery and implementation. Develops qualitative and quantitative measures of effectiveness in meeting project goals.
Prepares software release documentation such as scope statements, cost tracking and analysis reports, release timelines. Seeks out process and performance improvement initiatives.

Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions
In addition to the Basic Competency Requirements listed above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Using advanced programming languages to code, develop, test software solutions for major information technology (IT) systems; participating in all functions surrounding the life cycle of IT software and systems; analyzing and evaluating test conditions; using Agile methodology to support regression testing; and participating in project development and management.
