  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration and will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Information Assurance Certification is a condition of employment.
  • This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within 6 months of assignment.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification, may result in removal from this position.
  • Federal employment suitability as determined by a background investigation. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Work may require access to classified information. Must be able to obtain and maintain the appropriate SECRET security clearance.
  • Must possess a valid PR State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. DUTIES: As a IT SPECIALIST (CUSTSPT) (NGT5243000), GS- 2210- 11, you will serve as the primary interface between the incumbent's assigned organization and all information systems customers associated with the C4 mission. Responsible for management of the organization's customer support help desk and maintenance of the workload accounting database using help desk software. TEMPORARY PROMOTION / INDEFINITE: This position is advertised against a valid man-year of an employee currently on an Active-Duty tour. An applicant selected for this Temporary position will occupy a full-time position with a specific time limitation of not-to-exceed 2 year or may be terminated or extend at any time by management decision. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. If a new hire is selected, the position will be filled as an Indefinite Appointment. No special physical demands are required to perform the work. WORKING ENVIRONMENT: Work is performed in a typical office setting. Special safety precautions are not required. SPECIALIZED EXPERIENCE: Applicant must possess at least One (1) year of specialized experience at the next lower-level GS-09 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as serving as a technical expert on all supported automated systems utilized in the organization; providing solutions to customer requests for assistance in resolving hardware and software problems; utilizing systems to include personal computers, mini computers and mainframes; developing and maintaining the customer service database for all service requests; receiving, analyzing, and assigning control numbers to all incoming customer requests; determining if equipment is covered by warranty or maintenance contract and processes accordingly; using a process for quickly assessing and determining the actual problems and either solves or assigns unresolved requests to appropriate specific functional area; ensuring problems are resolved and requests are completed; ensuring continual contact and update of status with the user; providing staff advice, planning, user assistance/training and evaluation services and functions within each specialty area; variety of applications, operating systems, protocols, and equipment used in customer organizations, and methods and practices for troubleshooting, recovering, adjusting, modifying, and improving current computer systems. Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
A 4-year course of study leading to a bachelor's degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience.

One full year of graduate level education or superior academic achievement in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 12 months of specialized experience.

A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 24 months of specialized experience.

A Ph.D. or equivalent, or 3 years of progressively higher-level graduate education leading to such a degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 36 months of specialized experience.

Undergraduate or Graduate Education: Major study-computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
