The Business Integration and Outcomes Service (BIOS) under the Office of Information Technology (OIT) and be part of VA's digital transformation. BIOS establishes and maintains strategic partnerships across VA to ensure an understanding of OIT's governance and serve as a trusted advisor, driving strategic alignment and prioritization of work in progress as well as planning for future operations.

Duties

MAJOR DUTIES: Directs the operations of the statistical functional area of the AMO and provides recognized technical and professional expertise, which is critical to the development and continuous improvement of OIT services and systems. Accomplishes duties and responsibilities, principally by the direct support of a number of subordinate analyst or unilaterally. Displays complete proficiency in building and applying statistical techniques and models to provide practical and clear insights into the nature of customer attitudes, end-user behavior, and potential or actionable improvements to OIT services and systems. Displays proficiency in using analysis, correlation, and statistical tools. Performs analyses, statistical design, statistical coding, and model validation in support of business requirements. Designs and implements programs for analysis, statistical modeling and quality control using Statistical Analysis System (SAS) (and/or other statistical packages and programming tools). Communicates and incorporates feedback with stakeholders to ensure that analytical activities and products meet business needs, permit valid inferences, and have functional relevance and viability. Leads efforts in writing the statistical, sample, analysis, and methodology sections of project deliverables, technical documentation, and outbound communications. Defines, articulates, and delivers information regarding reporting and analytical needs to key stakeholder groups and subordinates within BIOS. Directs and oversees projects and programs, identifying and shaping the goals of the organization. Communicates Corporate, Health and Benefits planning and execution strategies to leadership and cross-functional teams to ensure that business expectations are being met. Expertly develops networks and builds alliances; collaborates across boundaries to build strategic relationships; and achieves common goals. This is not a Bargaining Unit Position. Physical Conditions: Work is sedentary. Typically, the employee sits comfortably to do the work. There may be some walking, standing, bending, carrying of light items, or driving an automobile. No special physical demands are required to do the work. Travel is required Working Conditions: The work area is adequately lighted, heated, and ventilated. The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, or commercial vehicles. May require travel.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below. BASIC REQUIREMENT Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE REQUIREMENTS In addition to the basic requirement, a qualified candidate's online application and resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as GS-15: You must have one year of specialized experience equivalent to the next lower grade (GS-14) and experience: Directing and overseeing projects and programs, identifying and shaping the goals of the organization with nationwide reach and scope; experience with portfolio integration and management, capital planning, investment controls, and strategic visualization; constructs analytic data sets using Statistical Analysis System (SAS) or Open Source tools and produces output reports. A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
