This position serves as the Deputy Chief of Police and is located in the Police Service of the Jesse Brown VA Medical Center (VAMC)/Health Care System (HCS) in Chicago, IL , responsible for assisting the Chief of Police in the management and direction of police and security programs to include managing the physical security of assets, information, buildings and people.
Duties
Major duties and responsibilities include:
Plans, assigns and explains work requirements to subordinates for new or changed programs and the functions, goals, processes, skills, and needs
Hears and resolves grievances and employee complaints, reviews serious disciplinary cases
Ensures police staff are properly trained to operate a variety of equipment and/or security systems
Interprets security policies and procedures and provides guidance to senior facility leadership, other service chiefs, program managers, and others within the medical center's catchment area
Keeps facility leadership informed regarding program successes and vulnerabilities
Collaborates with leaders to address concerns, resolve program issues and resource needs
Serves as designated liaison, subject matter expert and consultant with federal law enforcement agencies such as the Office of the Inspector General-Criminal Investigation Division (OIG-CID), FBI, DEA, ATF, Secret Service, state and local law enforcement agencies, etc.
Assists in the development and modification of new Veteran-specific policies and procedures with focus on improving relationships between Veterans and Police
Responsible for the protection of the civil rights of all individuals while on VA controlled property
Assists with developing and implementing procedures for the detention or arrest of individuals suspected of violations committed against criminal laws
Plans, directs, and updates the crime prevention program and exercises direction and control of investigations into criminal activities
Manages the procurement and accountability of equipment and firearms used
Performs related duties as required.

BASIC REQUIREMENTS SECURITY AND LAW ENFORCEMENT AT VA FACILITIES
Law Enforcement personnel are required to carry agency-approved firearms while on duty on VA property must achieve and maintain qualification with the agency-approved firearm as condition of gaining and continuing employment.
Applicants selected for this position must be proficient in the English language in accordance with Public Law 94-102 dated November 23, 1977.
An individual who is convicted of a domestic violence charge cannot be authorized to own, be issued, purchase, or otherwise have possession of a handgun under the Lautenberg Amendment (PL 104-208) to the Gun Control Act of 1968 (18 USC 922).
A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.

The incumbent must have successfully completed the Law Enforcement Training Center (LETC) Basic Police Officer Training Course. New VA Police Officers are required to successfully complete the in-residence (400 hour) 10 week Basic Police Officer Course in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment.
The incumbent must meet and maintain physical, psychological, and weapons qualifications as outlined in VA Directives/Handbooks 0730 and 0720.
Incumbent must successfully complete an annual physical and psychological examination.
Certification in basic CPR is required. The in incumbent is trained in the use of the automatic emergency defibrillator (AED).
Must maintain a valid state driver's license.
Will be required to carry Law Enforcement Credentials in the performance of official duties.
Failure to successfully meet these requirements will be grounds for termination.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience - GS-12: You must have one full year of specialized experience equivalent to at least the GS-11 level in Federal service. Specialized experience is defined as experience that equips the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include: Developing and implementing policies, procedures, and methods for identifying and protecting information, personnel, property, facilities, operations, or material; functioning as a technical authority to perform physical, industrial, and personnel security assignments and applying new theories and developments to security problems not susceptible to treatment by accepted security methods, technology, or procedures; working with the latest security technology to advise senior agency security officials and managers on new development and advances in security techniques in the physical, industrial and personnel security; proposes standards, guidelines, or policies for major security programs; and performing technical and administrative supervisory functions including reviewing law enforcement procedures, ensuring that required personnel are available, and ascertaining that material controls are being properly enforced. Creditable specialized experience may have been gained in work as a police officer. This experience must be detailed on your resume.

Physical Requirements: The incumbent must maintain a high state of physical and psychological condition. The work requires, on a recurring and regular basis, walking, running, considerable strenuous and physical exertion, such as climbing multiple flights of stairs, lifting objects often in excess of 50 pounds, crouching and crawling in restrictive spaces during search and/or pursuit activities and defending oneself and others against physical attack.
