THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a INFORMATION SECURITY SPECIALIST (TITLE 5), Position Description Number T5538000 and is part of the IL DCSOPS, National Guard.

Duties

As a INFORMATION SECURITY SPECIALIST (TITLE 5),GS-0080-11, you will serve as the Information Security (INFOSEC) Specialist and Industrial Security Program (ISP) Manager, responsible for managing the operations of the INFOSEC and ISP programs for the State ARNG. Major Duties - This is NOT an all-inclusive list: Responsible for development, publication, executing/enforcing and implementation of appropriate regulation, policy, and law related to INFOSEC. Develop and implement an effective information security education program throughout the State and provides initial, continuing, and refresher security education training to all site military, civilian, and contract employees. Compile reporting data for submission to national level ARNG G-2, responsible for the completion of security data reports; receives, compiles, prepares, and submits annual reports IAW DoD and national level ARNG G-2 policy. Assist and advise senior leadership in matters pertaining to the enforcement of regulations governing the access to, and the dissemination, reproduction, transmission, transportation, safeguarding, and destruction of classified or CUI information and material. Review, analyze, and brief the results of inquiries and investigations resulting from security violations to state ARNG, as well as national level ARNG G-2. Advise and represent the TAG on matters related to the classification, downgrading, declassification, and safeguarding of national security information. Develop emergency destruction plan for classified and CUI as well as safeguarding procedures for hostile areas or during natural disasters. Oversee the construction and certification of secure rooms for the open storage of classified information IAW regulation, policy, and law related to INFOSEC. Maintain, account for, and report the status and compliance of all secure rooms and security containers under jurisdiction of the TAG. Oversee and participate in assessments and evaluates compliance of activities with complex security requirements, identifies deficiencies, and ensures corrective action is identified for each deficiency found. Ensure contractors conducting operations located on state ARNG sites and locations who require or will require access to classified and/or Controlled Unclassified Information (CUI) execute a Visitor Group Security Agreement (VGSA) and comply with host installation security requirements. Responsible for development, publication, executing/enforcing, and implementation of appropriate regulation, policy, and law related to foreign disclosure. **This is NOT an all-inclusive list of duties.**

SPECIALIZED EXPERIENCE: GS-11 Level - MUST have one year of specialized experience equivalent to at least the next lower grade, GS-09, in the Federal service in the normal line of progression for the occupation, Information Security Specialist. Examples of specialized experience would typically include, but are not limited to: basic working knowledge on how to perform Special Security Representative duties and responsibilities in a Special Security Office; performs the day-to-day operational duties within the Special Security Office in support of all sensitive compartmented information-associated security programs and measures; research and analysis reports on physical, information, computer, and personnel security; experience in conducting intelligence support operations, procedures, and practices that are necessary to accomplish intelligence functions in support of programs essential to state National Guard daily operations, training, and readiness missions; experienced in implementing policies and procedures required to manage sensitive compartmented information programs and to protect sensitive compartmented information resources; knowledge on how to maintain currency on a variety of different security program inter-relationships, requirements, regulations and guidance in order to protect sensitive compartmented information facilities and materials from espionage, sabotage, and destruction; capable of Implementing intelligence program policies and procedures for accomplishment of sensitive compartmented information protection and security; experience in researching, interpreting, analyzing and applying Presidential Executive Orders, Director Central Intelligence Directives, Defense Intelligence Agency Manuals, DoD Manuals, Air Force Manuals, Air Force Instructions, and local Operating Instructions; experience in complying with Sensitive Compartmented Information facilities, construction and physical requirements, standards and regulations; experience includes implementing the Sensitive Compartmented Information security clearance program and maintaining current and completed clearances for assigned personnel; experience in assessing Special Security Office self-inspections and knows how to present detailed and comprehensive reports with consistent follow-up work to ensure complete and quality discrepancies resolutions improve quality, timeliness, and efficiency. This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service. OR Education: Must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of this position and is directly related to the work of this position. OR Combination of Education and Experience: You may meet the qualifications requirement for this position by combining your specialized experience and appropriate progressively higher-level graduate level education according to the following formula: (a) your total months of full-time specialized experience as a percentage of a 12-month total; PLUS (b) your total number of qualifying progressively higher-level graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
