You will serve as the Comptroller in the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller) (OASN (FM&C)) in the Department of the Navy. You will be responsible for directing the programs and staff involved in the management of financial resources for Navy Headquarters Offices.

Duties

You will direct and oversee the development and establishment of resource planning guidelines for the Secretariat portion of Program Objectives Memorandum (POM) to ensure complete and adequate accomplishment of current and long-range objectives. You will be responsible for maintaining extensive current and historical databases; assisting ASN (FMC) Office of Budget (FMB) in finalizing budget; and preparation of reclamas to programmatic budget marks. You will direct development of policies and programs necessary to provide budgetary services including establishment of comprehensive procedures for the generation, preparation, and justification of budget estimates and related data. You will be responsible for establishing and implementing policies and procedures necessary to ensure appropriations and funds are expended in accordance to applicable laws and regulations. You will be responsible for controlling funds availability and ensuring complete and adequate records of fiscal transactions are maintained to satisfy legal accounting requirements.

  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Expert knowledge and experience of the planning, programming, budgeting, and execution process including formulating budget estimates, justifying budget requirements, and managing budget execution. 2. Knowledge in government accounting theories and practices as it relates to funds control, reporting and auditability of financial transactions. 3. Ability to analyze complex financial management situations and develop practical recommendations which can be understood and supported by senior level management. 4. Ability to work effectively across organizational lines in team leadership and to build strong working relationships among people and organizations with diverse interest and/or opinions.
