This vacancy is for a Management and Program Analyst in the Office of the Secretary within the Department of Commerce.

Duties

As a Management and Program Analyst, you will: Advise the Operation Manager, Chief Counsel and Deputy Chief Counsel on major Departmental policies and program related to travel management. Monitor CLDP's Information Technology (IT) operations, ensuring that all proposed IT projects comply with Departmental and organizational standards and will result in the integration of agency work processes and information flows with technology to achieve strategic goals. Analyze and update planned and emergency requirements, for international logistics procurement, develops and maintains contractual solutions to meet the organization's goals and the successful completion of objectives. Conduct analyses of functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of work operations. Responsible for personnel matters to complete all required personnel actions and advises the operation manager on the development of a variety of issues such as long-range plans, relative priorities, resource allocations, and funding implications concerning initiation, termination and curtailment of activities. Conduct training for staff on various administrative functions as needed. Advise program managers on methods and procedures in relation to administrative functions. Utilize experience and knowledge to provide guidance to CLDP senior management, and program teams on both domestic and international travel management to ensure the successful completion of organizational goals while adhering to all applicable regulations and guidelines This Job Opportunity Announcement may be used to fill other Management and Program Analyst GS-0343-13 FPL: 14 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the GS-13 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience: Advising program managers on regulations, laws and policies pertaining to procurement, personnel, budget, property and travel. Evaluating program operations for quality and quantity of work, compliance, and effectiveness of service. Drafting reports, papers, justifications, and recommendations. Analyzing and evaluating methods and techniques to develop new processes, procedures, and approaches. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
