As the Assistant Chief with the Facilities Management Division, you will serve as the Lead Engineer for Goddard Space Flight Center's (GSFC) facility assets. You will consult with facility engineers, operations and maintenance professionals and facility branch managers across all GSFC's sites on technical problems and solutions. You will provide technical review of planning studies, engineering designs, and construction submittals to improve the quality/cost effectiveness of facility projects.
Duties
Serves as Lead Engineer for Goddard Space Flight Center (GSFC) facility assets. Consults with other facility engineers, operations and maintenance professionals and facility branch managers across sites on technical problems and solutions.
Provides technical review of planning studies, engineering designs, and construction submittals to improve the quality and cost effectiveness of facility projects.
Provides technical decisions, advice, and consultation on facility programs such as Construction of Facilities (CoF) which serve to ensure that facility infrastructure is repaired or replaced as appropriate to maintain a high level of reliability.
Works to ensure that program reporting under the Project Status Review and Division Status Review recurring meetings is accurate and informative. Assesses risk (likelihood and consequence) of not performing the repair, upgrade or replacement.
Serves as the Contracting Officer’s Representative (COR) for the primary facility support contract – the Repairs, Operations, Maintenance and Engineering (ROME) contract.
Works closely with the contractor to manage costs and maximize efficiency and quality of work in performance of Operations and Maintenance, construction, and engineering services across GSFC.
Serves as the Division Assistant Chief with responsibility across all GSFC sites. Interacts with and provides frequent coordination with the Director of Management Operations and the Associate Center Director on all aspects of GSFC’s facilities.
Provides data and information to the NASA Headquarters Facilities and Real Estate Division regarding maintenance metrics, maintenance effectiveness, and project fund obligations.
Acts as the Facilities Division’s point of contract for GSFC mission organizations regarding facility deficiencies, flight project special needs, utility outages and more. Assist with developing annual budget requirements.
Assist the Facilities Management Division Chief with the development of policies and procedures necessary to successfully meet FMD’s mission. Also assist with the adherence to these beforementioned policies and procedures by all FMD employees.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Overseeing reviews of contract Safety Plans or Activity Hazard Analyses or industrial hygiene reports;
Leading multi-discipline review of facilities engineering studies, designs, or shop drawings;
Overseeing facilities site investigations, including field work or condition assessments, or troubleshooting systems.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
