The Chief of the Mission Engineering and Systems Analysis (MESA) Division is responsible for planning, organizing, coordinating, and conducting programmatic activities falling within the role and mission of the MESA Division at Goddard Space Flight Center. MESA strives to build hardware and systems to answer compelling science questions in astrophysics, heliophysics, solar system exploration and Earth science.

Duties

The Chief, Mission Engineering and Systems Analysis Division: Leads the development of advanced concepts and definitions of new systems architectures for missions and projects. Develops technical risk mitigation and strategies for the infusion of new technologies and processes into GSFC programs, missions, and projects such as model based engineering and digital engineering. Provides end-to-end and full life cycle systems engineering for programs, missions, and projects including advanced concepts and architectures. Ensures that the end-to-end data and information flow are analyzed and assessed in developing architectures and designs. Provides guidance, navigation, and control (GN&C) systems engineering and supporting capabilities for missions and projects. Provides Agency leadership in the development of advanced GN&C systems and component technologies to support space vehicle and instrument design and development. Provides a core system engineering function capability to support projects, concepts, and instruments. This includes staffing, tool development, and training for the civil servants and support contractors supplying this capability. Provides systems engineering and technical guidance for GSFC technology developments including the development of mid- to long-term needs, requirements, and strategies. Provides strategic direction for the development of an interoperable design, analysis, modeling, costing, and simulation engineering environment including those supporting the Integrated Design Center. Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA. Requirements

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent. ECQ 5 - Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS: MTQ 1- Demonstrated experience in leading, managing, and directing a large multi-disciplined, highly technical, matrixed organization performing the full range of engineering, advanced exploration, and science programs. MTQ 2- Demonstrated experience in leadership and vision in identifying and implementing innovative and emerging engineering and technology activities to stay on the cutting edge, including the infusion of new technologies into instruments and missions to reduce mission cost and enhance research and discovery.

Education

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
