About the Position:The incumbent serves as a Program Analyst within the 11th Armored Cavalry Regiment. Incumbent has the responsibility for analyzing complex financial operating programs to evaluate their actual and/or potential effectiveness in achieving objectives. The position is located at the National Training Center (NTC) at Fort Irwin, CA.
Duties
Perform complex financial analyses and management assessments to include independent review of financial, accounting, statistical, budgeting, economic principles and management operations and controls which impact the Regiment.
Analyzing complex financial operating programs to evaluate their actual and/or potential effectiveness in achieving objectives
Provide advice on the overall application of the government approved logistical, financial and accounting systems encompassing areas within budgeting, purchasing, travel, reimbursements, contracting, invoicing and receiving report functions.
Apply a thorough knowledge of differing logistical work methods, procedures and pertinent regulatory or statutory provisions in performing contractor work assessment, many unprecedented in nature.
Execute briefings, regarding results of analysis and evaluation, to decision makers
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent is required to obtain and maintain a Secret clearance.
- The incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450.
- The incumbent is required to obtain Financial Management Level 2 Certification. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Temporary duty travel (TDY) is required up to 25% of the time.

SPECIALIZED EXPERIENCE: I have one year of specialized experience equivalent to at least the GS-11 level in the Federal service which includes: 1.) conducting cost benefits analysis and interpretation of data through the use of Earned Value Management (EVM) metrics; 2.) estimate at completion and target over baseline and conduct Budge Formulation and Budget Execution with a proficiency in automated financial management systems such as General Fund Enterprise Business System (GFEBS), Funds Control, Wide Area Workflow (WAWF), Microsoft Excel and Defense Travel System.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
