The Management and Program Analyst serves as the Senior Technical Integrator within Requirements Development and Management (RDM) division of Strategic Investment Management (SIM), which is organizationally aligned with the Veterans Health Administration (VHA). This position reports to the Director of RDM.
Duties
Major duties include, but not limited to:
Responsible for leading a separate portion of the legacy and electronic health record (EHR) modernization requirements activities within a functional area.
Develop and manages a comprehensive inventory of processes, training and deliverables to support requirements management activities in support of functional unit.
Manage RDM communication efforts including support for business owner forums and any ad hoc request for program information by VHA Senior Leadership, VA OIT, the Office of Inspector General (OIG), and the Government Accountability Office (GAO).
Works with team members to achieve specific tasks, produce work products and services and meet program and production goals.
Manages the business requirement for a program or portfolio, ensuring the requirements management plan is followed, the quality management plan is adhered to, and change management policies implemented.
Provides functional training of staff members in methods and techniques of team building.
Proposes, designs, implements, and evaluates innovations designed to improve the RDM processes, utilization and implementation of tools used in the support of requirements management.
Advises RDM analysts in support of innovative methods for the elicitation and management of functional and non-functional requirements and encourages stakeholder engagement and collaboration with staff internal and external to SIM.
Expert in analyzing and evaluating existing, new and emerging functional and non-functional requirements of related VHA clinical and administrative programs, operational standards, and measures of effectiveness.
Responsible to keeping stakeholder offices, federal partners and senior VHA and VA leadership informed of all steps of progress for each of the requirement's efforts and communicating final utilization and dispensation of requirements deliverables.
Prepare reports and maintain records.
Work Schedule: Monday - Friday 8:00 AM - 4:30 PM
Telework: Available. The incumbent selected for this position will be required to report to a VA allocated space within the duty location a minimum of 5-days a pay-period.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Professional experience in managing activities of significant scope and scalability. Professional knowledge of business analysis practices and techniques and how they support the systems development life cycle used to plan, develop, implement, operate, and maintain information systems.
Selective Placement Factor: Expert knowledge and experience in managing health information technology business requirements. Highly experienced in managing business, clinical and functional requirements of highly complex information technology projects.

Physical Requirements: The work is primarily sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
