About the Position: This position supports the mission of the Defense Health Agency (DHA), J-1, Administration and Management, Human Capital Division, HR Oversight Branch, located at the DHA Headquarters, with options to work from Falls Church, Virginia, or San Antonio, Texas. Although this is not a remote position, it offers flexible work options at management's discretion, including telework for up to seven days per pay period and the option for a Regular Day Off (RDO) each pay period.

Duties

Conduct data queries, manage data sources for these analyses and produce briefings, papers, and presentations to support analysis. Responsible for data analysis of the time to hire throughout the entire DHA enterprise and provide reports pertaining to the Networks' and Medical Treatment Facilities' (MTF) recruitment efforts. Responsible for providing management advisory services and support affecting highly complex, frequently changing organizations with a wide variety of difficult personnel actions that are often sensitive and extremely complex in nature. Ensure Defense Health Agency (DHA) Human Resources (HR) policy and practices are pushed down to the Networks and MTFs to ensure uniformity. Execute recruitment, reassignment, and other personnel actions for the DHA Enterprise, Networks and MTFs when needed. Conduct research and analysis to explore alternatives and concepts for the recommendation of a resolution strategy. Ensure that management packages for personnel actions are in accordance with applicable regulations and policies. Apply expert analysis across a wide range of qualitative and quantitative analytical methods. Explain regulations, procedures, and determinations (such as pay determinations) to employees, applicants, and supervisors. Serve as liaison and integrator coordinating analyses, with agency staff, Network and MTF POCs and HR Service Provider POCs. Serve as back-up Human Resource Specialist for the Senior Executive Service (SES) program.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
