About the Position: As the Chief of Human Resources (HR) Policy Branch, incumbent will provide technical assistance on program policy for HR matters for implementation within the Defense Health Agency (DHA). Incumbent will be a member of the Crisis Action Team (CAT) in the event of emergencies.
Salary negotiation may be available for those candidates who are new to Federal service.
Student Loan repayment may be authorized.

Duties
Draft and Manage HR policies for the Defense Health Agency.
Evaluate the need for, develop and promulgate Human Resources and related instructions, directives, guidelines, and requirements for the DHA.
Plan long term HR related initiatives and activities for the DHA Human Resources Division (HRD) that support HR activities for DHA.
Coordinate policies, instructions, and guidance within and outside of DHA to include working with Washington Headquarters Services (WHS), Defense Civilian Personnel Advisory Service (DCPAS), and other entities that interact with the DHA HRD.
Provide a wide variety of management advisory services to DHA officials relating to various Human Resources Information Systems (HRIS).
Coordinate data collection and responses within the Military Health System (MHS) and ensure that timely and accurate reporting of HR data is available as needed by DHA managers.
Supervise, manage and direct a subordinate staff of civilian employees, providing technical guidance and oversight.
Study, analyze, and develop methods to improve the accuracy, adequacy, and timeliness of information and human resources systems for disseminating information about DHA programs and work.

Specialized Experience: One year of specialized experience which includes developing Human Resources policy, directives, Memorandums of Agreement (MOAs), and/or Interagency Agreements (IAAs); expert experience with human resources programs and functions to include award, performance management, training, work life/wellness and other related Human Resources functions; and expert experience providing advisory service to executive level officials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
