About the Position: This position supports the mission of the DHA Administration and Management (J-1), Human Capital Division (HCD), Human Resources Oversight Branch, located in either Falls Church, VA or San Antonio, TX. This is not a remote position.
Relocation incentive MAY be authorized for highly qualified candidates.
Student loan repayment MAY be authorized.
Salary negotiation MAY be available to those highly qualified candidates who are new to Federal service.
Duties
Serve as the Chief, HR Oversight Branch with responsibilities for formulating and developing HR goals, objectives, and policies to be implemented by all DHA headquarters elements and Defense Health Networks (DHNs).
Serve as an authoritative source of information and guidance to subordinate activities and Headquarters staff in the interpretation and application of laws, policies, regulations, and directives relating to personnel management.
Determine need for program analysis, direct/conduct studies, analyze data, and make decisions and/or recommendations to improve program processes, execute strategic initiatives, and develop personnel policies and programs.
Gather data and provide input on special projects, such as major reorganizations and restructuring of the agency.
Provide oversight and manage the HR functions affecting the DHA Headquarters Staff and personnel assigned to the various DHNs. Initiate, develop, and revise HR policies and procedures related to human resources programs and issues.
Ensure all policy, regulatory, and program issuances are properly integrated/coordinated with other staff actions and fully supportive of mission requirements, Equal Employment Opportunity program objectives, and the Federal Merit System Principles.
Provide classification oversight to ensure position descriptions are accurate and properly classified.
Perform the full range of delegated supervisory duties to include planning/assigning work, setting and adjusting short and long-term priorities, performance management, interviewing/making selections, effecting minor disciplinary actions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes assisting in the analysis of key human resources (HR) programs to assess their potential impact on the full spectrum of HR functions; advising and guiding senior leadership on civilian Human Resources operations and policies; managing complex civilian Human Resources projects or initiatives; and providing recommendations to improve civilian personnel programs or operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
