This position is located in the Bureau of International Narcotics and Law Enforcement Affairs , Executive Office (INL/EX). The incumbent serves as a Program Analyst responsible for planning, analyzing and/ or evaluating the effectiveness of INL’s operating programs, reporting to the Unit.
Duties
Plans, develops, and coordinates planning management through briefings, presentations and conferences for executive management relevant to oversight reviews and their work.
Designs and administers planning and controls for submission of data, including forming the basis of program resource requests and decisions.
Drafts comments and impact statements and recommendations on these issuances for consideration by management at the Bureau and higher levels (e.g. consolidates Bureau responses into final reports, and prepares responses to draft reports).
Coordinates, facilitates, and monitors meetings/briefings that may involve justifying, defending, and negotiating controversial issues as well as facilitating and resolving conflict with various levels of government officials.
Serves as a bureau representative in dealing with managers and employees to assign action, acquire, clarify, or exchange facts and information needed to complete assignments.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
• Experience directing or managing one or more of a variety of management programs impacting an organization (e.g., managing audit and audit related activities).• Experience developing or implementing sophisticated management information systems that focus on an organization’s progress in executing long and short range plans.• Experience determining the effect of new or proposed legislation, executive order, or other agency decisions on program operations and requirements.
There is no substitute of education for specialized experience for the GS-13 position.
