Vacancies will be filled in the following specialty areas:
Human Capital Office of Human Resource Operations Human Resources Shared Services
The following are the duties of this position at the full working level.
Ensures that the design, development, testing, implementation and integration of automated programs and services support the strategic Human Capital mission of the IRS.
The work includes developing solutions to integration/interoperability issues; designing, developing, and managing Human Capital security systems that meet current and future business requirements, and applying or extending, enhancing or optimizing the existing architecture; managing assigned projects; communicating complex technical requirements to non-technical personnel and preparing and presenting briefings to senior management officials on complex/controversial issues.
Managing Human Capital Internet and systems development projects from design to support.
Providing Contracting Officer's Technical Representative (COTR) services in the acquisition of vendor- developed systems and products and additional vendor support services
Providing advice on and devising solutions to a wide range of Human Capital issues
Providing consultation services to various Human Capital divisions in the development of technological solutions.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: To be minimally qualified for this position at the GS-13 level, you must have at least one (1) year of specialized experience equivalent to the next lower level in the normal line of progression in the Federal service. Specialized experience includes: Experience applying a wide range of advanced human resources personnel and payroll laws, regulations, concepts, and practices, as well as seasoned consultative skills. Knowledge of HR applications (i.e., HR Connect, USA Staffing) and the design of automated systems, and knowledge of project management principles and methods to plan, design, develop, test, integrate, and deploy HR systems. Experience utilizing research, fact-finding, and evaluative techniques to perform extensive research and analysis and analyzing major payroll HR functions and personnel problems. Experience using personal computer and internal automation to accomplish complex report/graph presentations, ensure accuracy of employee personnel and payroll information, data retrieval, and to prepare written guidelines and recommendations, and knowledge of human resources automated systems to provide technical advice, guidance, and recommendations to management on issues/problems in the areas of applications software and Internet technologies. Examples of qualifying work experience include: Participating as a senior analyst for major payroll human resources functions or equivalent organizations, analyzing personnel problems, implementing changes in human resources requirements that will meet future mission demands, and ensuring accuracy of personnel employee payroll information.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-13 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
