This position serves as Supervisory Education and Training Specialist for the Atlanta Veterans Health Care System (AVHCS) Health Administration Services (HAS) . Reports to HAS Deputy Chief.
Duties
The incumbent demonstrates advance knowledge of planning, developing, evaluating, and presenting training curriculum to all levels of staff and has the responsibility and skills associated with the position that extend from direct supervision of staff to the design, development, and delivery of organization wide interventions to facilitate managers, supervisors and leadership development, performance, learning, and change initiatives throughout the facility. The incumbent plans, coordinates/conducts, and evaluates Medical Center-wide staff using adult learning principles and current theories of learning/educational design. The incumbent serves as the liaison between the facility, the VISN and the VHA Institute for Learning, Education and Development (ILEAD) program. Working closely in all phases of planning, design, delivery, evaluation, and accreditation of educational programs, as well as in securing needed resources. He/she supervises, monitors, and evaluates the facility-wide organizational development program to include aspects of clinical and administrative programs, business practice efficiency analysis, performance improvement methodologies and strategies, and efforts to improve efficiency and effectiveness of the delivery of health care throughout the facility. Develops job descriptions, performance standards, and conducts performance appraisals and interviews, and recommend position selection.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: normal line of progression for the occupation in the organization that demonstrates ability to use a wide range of developing course materials for training programs, performing program support work such as the collection, compilation, research, and/or tracking of data and program information related to different training, working collaboratively with the instructor to develop and establish the minimum standards by which education programs and/or projects will be evaluated, and preparing and delivering presentations on various topics.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortable. The position requires frequent travel to all Service Lines and CBOCS in the AVAHCS by government vehicle.
