Duties

Summary: The primary purpose of this position is to sustain, enhance the mission of CCTD and the DLIELC Professional Development program. This position is primarily responsible for developing, managing, delivering and evaluating professional development initiatives for DLIELC staff and faculty across the organization. Duties: Independently manages assigned training program area(s). Provides training to faculty and staff. Initiates projects, researches subject matter, analyzes results, develops, produces, and evaluates instructional materials and measurement instruments.

  • Incumbent must obtain and maintain a secret clearance as a condition of continued employment in this position.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position, as appropriate to the position to be filled. NOTE: You MUST submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of ESL/EFL teaching principles, approaches, and methodology. Knowledge of the English language to include grammar, phonology, linguistics and functions, etc. Mastery of the principles, concepts and techniques of ESL/EFL language training, teaching principles, approaches, and methodology. Knowledge of ESL/EFL assessment techniques and test/measurement principles, including the Oral Proficiency Interview process and techniques. Knowledge of the American culture and its relationship to the English language, as well as concepts related to intercultural communication. Knowledge of the principles of instructional material design and development. Knowledge of DLIELC training policies, procedures, and administration. Knowledge and understanding of the personnel management program, mission and functions and the management objectives in order to respond to management's immediate and long-range employee development needs. Knowledge of the principles of project management. Knowledge/understanding of the role of DLIELC in the greater DOD/security assistance training environment. Knowledge and skill to serve as consultant and advisor to supervisors, course developers, instructors and subject matter experts concerning the design, development and evaluation of instructional materials and personnel. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to establish program objectives, provide guidelines for implementation, make recommendations for program and course improvements, and evaluate and assess progress toward achievement of organizational goals. 2. Knowledge/understanding of the role of DLIELC in the greater DOD/security assistance training environment. 3. Awareness of the latest developments and applications in the field of employee development and training. Knowledge of the theories, principles, and techniques of employee development, American culture and its relationship to the English language, as well as concepts related to intercultural communication and adult education and training and how these relate to the policies, practices and educational philosophy of DLIELC. 4. Specialized knowledge of instructional methods and design, evaluation of training programs, and task and learning analysis. Skilled in working with technology to develop course products and manage training. 5. Ability to provide leadership to initiate and maintain cooperation and support from diverse internal and external elements. Skilled in coordinating, communicating, and providing feedback to team members, leadership, faculty and staff. Considerable tact and diplomacy is required. 6. Ability to analyze and evaluate source data, accomplish research for training projects, and apply this knowledge to controversial, unconventional or unique training administration requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
