The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions.
This serves as a Program Analyst (Informatics) located at the James A. Haley Veterans' Hospital, with the Veterans Health Administration (VHA). The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary.
Duties
The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements.
This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. You will ultimately acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Program and Partnership Management
Program Management- With assistance from higher Informaticist, provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts; includes communication among all stakeholders through each level of the organization, to facilitate and support change.
Partnership Management- Works with higher level Informatics in leading meaningful and coordinated use of subject matter experts to support decision-making among informatics functions to optimize the healthcare system and the tools that support the business. Cultivates a healthy collaboration between enterprise and facility level clinical / biomedical engineering staff and health informatics, ensuring that patient care technology is effectively and efficiently integrated into the clinical process.
Technical and Data Management
Data and Content Management- As an intermediate level trainee, uses an array of tools designed to give the most useful information, in the most accessible way, to the right staff, at the right time, to support optimal patient outcomes.
Application Support- As a trainee, enhances electronic health record (EHR) usability, interoperability, and ability to interface with other information-based systems while meeting regulatory, accreditation, and legislative reporting requirements.
Business Architecture Management- As a trainee, utilizes workflow analysis necessary to understand the change from the current (as-is) state to a future (to-be) state and addresses the "how" of a process.
Health Information Technology System Optimization- With assistance from higher level Informaticist or supervisor, curates the EHR to suit the needs of clinicians in support of standardized and evidence-based care to the patient community. Studies how people interact with devices, products, and systems.
Requirements Management- As a trainee, evaluates, documents, analyzes, prioritizes, and recognizes requirements for the improvement of the EHR and other systems in collaboration with the end-user.
Education and Change Management
As a trainee, develops and provides formal and informal education and in-services to facility staff as required to facilitate program success. Maintains professional relationships with supervisors, co-workers, and others in the organization. Demonstrates appropriate and proactive interpersonal skills to achieve the goals of the service. Demonstrates an ability to work under a variety of circumstances to maximize group productivity and quality.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on education and/or experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of a clinical program; Experience planning, organizing, and developing studies or projects; Experience making recommendations on operating programs and negotiated with others to accept and implement recommendations; Ability to evaluate and make recommendations regarding health care delivery systems.
GS-7/SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): I have successfully completed 1 full year of graduate-level education at an accredited college or university.
(Note: 1 year of full-time graduate education is defined as 18 semester hours, unless otherwise defined by the college or university.)
GS-7/COMBINATION OF EXPERIENCE AND EDUCATION (TRANSCRIPT REQUIRED): I possess a combination of creditable specialized experience and education that is equivalent to the 1 year of specialized experience required.
GS-7/SUPERIOR ACADEMIC ACHIEVEMENT AT THE BACCALAUREATE LEVEL (TRANSCRIPT REQUIRED):
I qualify based on Superior Academic Achievement at the baccalaureate level, based on one of the following - 1) class standing (upper third of graduating class in the college, university, or major subdivision, such as School of Business), 2) grade-point average (3.0 or higher out of a possible 4.0, based on 4 years of education or on courses completed during the final 2 years of the curriculum OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum), or 3) election to membership in a national scholastic honor society meeting the minimum requirements of the Association of College Honor Societies (excluding freshman honor societies).
