About the Position: This position is located in the U.S. Army Corps of Engineers, Philadelphia District, Contracting Division, Philadelphia, PA.

Duties

Oversee and direct the functions/programs and training of the Procurement Analysts, Contracting Officers, and Contract Specialists, plans work to be accomplished by subordinates, setting priorities and scheduling completion. Assign work to subordinate based upon priorities and selective considerations of the difficulty of assignments and capabilities of employees. Serve as a member of the District Board of Awards and as a voting member on Architect-Engineer selections. Review contractual or other actions which are not covered by established policy or are controversial in terms of potential effects, legal implications, effects on other division activities and policies. Perform advanced contract planning with concerned technical program office and develops the contractual strategy for the specific requirement. Plan negotiation strategy with the negotiation team and leads the negotiations which are conducted with contractors to develop the contract prices and terms. Supervise, plan, and direct assigned functions and overall personnel management activities to include positions and pay, selection or participation in the selection of subordinate employees.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
• This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
