These positions are located in the Health Resources and Services Administration, Office of Intergovernmental and External Affairs, Atlanta and Chicago Regional Offices. Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to the above OPM requirements, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to the grade levels listed below in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-9: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-7 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis: Assisting with gathering and analyzing of public health related data via surveys, studies, surveillance, etc. AND Assisting with the planning and delivery of public health programs and initiatives. OR Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher-level graduate education must be in a major field of study in public health or other field of study with course work directly related to the work of this position. OR Have an equivalent combination of the above minimum qualifying specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position. GS-11: Your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis: Applying new or revised public health program methods to carry out program goals and objectives. AND Collecting and compiling qualitative and/or quantitative public health data for use in making program decisions. OR Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study in public health or other field of study with course work directly related to the work of this position. OR Have an equivalent combination of the above minimum qualifying specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates, and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services. STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
