Duties
The Division of Innovation and Technology Ecosystems (ITE) builds and strengthens the U.S. innovation ecosystem by engaging a broad, diverse set of individuals and organizations in the Nation's research, innovation, and education enterprise, and accelerates use-inspired, solutions-oriented efforts that will result in breakthrough technologies and enhance U.S. competitiveness and security. ITE brings together teams of researchers, practitioners, and users, catalyzing iterative co-design/co-creation, leading to game-changing technologies and solutions, and paving the way for new, high-wage, good-quality jobs.
The Division of ITE is comprised of three Sections. The Emerging Technologies (ET) Section within ITE is responsible for investing in the key technology focus areas identified in the CHIPS and Science Act of 2022, with a specific and unique focus on accelerating technology advancement in these areas. The Convergence Accelerator (CA) Section leverages foundational advances by other NSF directorates and offices, nurtures multi-disciplinary and multi-sector teams, and accelerates solutions-oriented research and pilot of on new technologies in specific areas of national importance. The Innovation Programs (IP) section is specifically responsible for a slate of new activities fostering technology and innovation ecosystems nationally. For example, in collaboration with all NSF directorates and offices, the Regional Innovation Engines (RIEs) will cultivate new innovation ecosystems at the scale of individual communities and/or regions throughout the U.S., advancing use-inspired, solution-oriented research and innovation in a range of technology areas as well as in a diverse set of national-challenge spaces of priority to the Administration and Congress.
The Division Director leads the management of division activities, with emphasis on the provision of scientific leadership and broad technical expertise across the ITE programs. Responsibilities include: ITE program planning and direction; ITE budget preparation and execution; provision of translational impact expertise across the range of the division's activities; representation of the division's innovation ecosystem programs and interests to senior officials in the government, academic, and industrial sectors; coordination of division activities with other NSF organizations; leadership on both a policy and a technical level on issues, initiatives, and other matters pertaining to translational impact.
The incumbent serves as a member of the division leadership team, participating in policy development and strategic planning for the directorate, in building broad organizational consensus, and in successfully representing these policies and plans. The incumbent serves as advisor to the TIP Assistant Director and Deputy Assistant Director on matters relating to the broad and complete areas of the ITE Division and works closely with the other members of the TIP leadership team.
Qualifications
EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed an SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy each individual ECQ. If you fail to do so, you will be rated as "ineligible."
1. Leading Change. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. Leading People. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. Results-Driven Leadership. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. Business Acumen. This core qualification involves the ability to manage human, financial, and information resources strategically.
5. Building Coalitions. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, non-profit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the MTQs for this vacancy. You must address each MTQ qualification separately.
Essential
1. Experience developing and articulating a strategic vision and leading an organization in implementing a plan to achieve that vision as well as assessment of progress along the way.
2. Broad experience in building, managing, and sustaining innovation ecosystems leading to economic development, including catalyzing partnerships to foster such ecosystems in support of advancing technological innovation and solutions to societal, national, and geostrategic challenges.
3. Broad understanding of the full range of sectors including and beyond academia, such as government, industry, nonprofits/foundations, and venture capital, where research and education in science and engineering is supported or conducted, or where access to research infrastructure is enabled.
4. Broad experience in advancing key technologies, including identifying and nurturing specific sub-areas of interest to national security and economic competitiveness.
5. Understanding of and demonstrated experience with use-inspired and translational research as well as workforce development activities.
Desired
1. MBA or advanced degree in a science or engineering discipline is preferred, or demonstrated education and executive experience in industry, philanthropy, and/or academia, preferably in scientific and engineering disciplines in one or more of the key technology areas listed in Sec. 10387 of the CHIPS and Science Act of 2022.
When responding to the MTQ and ECQ qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.
Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.
Applicants who do not provide separate narrative statements addressing each individual ECQ and MTQ qualification will be rated as ineligible.
Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQ); but a narrative statement for each of the Mandatory Technical Qualifications (MTQ) is required.
