This position serves as the Chief of the Information Technology Operations Center Unit, Customer Care and Support Office, Deputy CIO Enterprise Services, Bureau of Diplomatic Technology (DT/ES/CCS/ITOC).  The incumbent advises CCS leadership on ITOC planning, policy, and continuous improvement initiatives. This position serves as the primary point of contact for 24x7x365 enterprise crisis IT events and coordinates post evacuations, closures, and drawdowns.

Duties

Manages an around the clock operational unit and determines priorities and planning the work to be performed; evaluates employee performance and provides advice, counsel, and instructions. Ensures timely and successful resolutions of IT issues that negatively impact customers. Exercises significant responsibilities in collaborating with officials of other Department organizations and Federal agencies. Coordinates with IT service areas to quickly identify enterprise-wide systems and related issues; collaborates with service owners to compile After Action Reports (AARs) for service outages. Ensures staff are trained to react swiftly to IT security issues and adheres to established procedures in reporting IT security events.

  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - The incumbent analyzes, evaluates, and recommends improvements to ITOC policies, programs and projects. Customer Service - The incumbent analyzes, evaluates, and ensures timely and successful resolution of IT issues that negatively impact customers and Department classified and unclassified networks. Oral Communication - The incumbent serves as a point of contact with key stakeholders within the Department and with other agencies for critical crisis IT events.  Problem Solving - The incumbent identifies specific branch operations and program problems and instructs subordinates to resolve them accordingly. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing leadership, guidance or direction to other technical personnel in carrying out IT projects, goals and initiatives; Experience integrating programs and policies to support DOS domestic and overseas operations; Experience communicating and interacting with others effectively to prepare reports and presentations to senior management; and Experience identifying, analyzing and recommending solutions to improve customer service and experience with the unit. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
