You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION, RECRUITMENT, & PLACEMENT) in the Human Resouces Office (HRO), Business Directorate of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties

You will provide recruitment and placement services, resolving problems regularly of more than average difficulty, for complex, dynamic organizations with diverse hard-to-fill and one of a kind professional, technical position. You will perform complex job analyses and determine most efficient methods to fill vacancies and meet human resources needs for organizations serviced. You will develop and/or review ranking and interview criteria, review vacancy announcements and provide recommendations for changes, as appropriate; ensure management is trained in the application, interview and selection process. You will provide advisory classification services and position management support in resolving problems of more than average difficulty for complex organizations with large numbers of diverse, hard-to-fill and one of a kind professional position.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting a full range of position classification and position management; provide comprehensive recruitment and placement services, and provides guidance on HR regulations and policies on recruitment and placement functions; provide advice on future staffing strategies, including workforce shaping.
