You will serve as a Human Resources Director (HRD) for the Secretary of Navy Offices (SECNAV), Office of Civilian Human Resources (OCHR), Overseas Program Office (OPC), Human Resources Office (HRO) Guam.

Duties

You will represent management in human resources issues. You will be responsible for the planning, directing, oversight and execution of wage administration, staffing and recruitment and labor and employee relations programs. You will advise officials on pertinent legislation, polices, methods and procedures. You will draft policies, develop recruitment plans and advise activity officials on utilization of personnel. You will keep serviced activities fully informed on civilian personnel issues. You will provide management advisory services affecting highly complex, unstable organizations with a wide variety of personnel actions extremely challenging in nature. You will provide advisory services on recruitment and placement actions requiring identification and analysis of staffing problems. You will develop solutions to staffing problems considering the total personnel management viewpoint. You will manage the Overseas Rotation program. You will assist in developing short and long range staffing plans to forecast civilian personnel mission requirements. You will plan, organize, direct, coordinate review and evaluate work of personnel specialist and support personnel. You will identify, direct and provide for training. You will prepare estimates of personnel, funding and other resources needed for review by higher management levels. You will identify annual and long-term funding requirements for submission in annual budget requirements to the OPC Director.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • You will be required to obtain and maintain a current valid United States driver’s license.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, or employee relations; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
