You will serve as a HUMAN RESOURCES SPECIALIST (LABOR RELATIONS/EMPLOYEE RELATIONS) in the HUMAN RESOURCES OFFICE, GUAM SITE of OCHR OVERSEAS PROGRAM CENTER.
Duties
You will advise and assist employees, managers and supervisors on grievance procedures and appropriate options for proper resolution of conflicts or problems.
You will provide authoritative technical assistance to management on issues such as handling and resolution of adverse actions, grievances and appeals.
You will advise supervisors about techniques for using performance evaluation and disciplinary processes as a motivational tool to improve performance and/or correct behavior problems.
You will advise and assist on labor relations activities including labor-management partnership/general bargaining unit agreements, bargaining unit status determinations, basic employee rights/privileges and appropriate representation.
You will review and advise management on performance plans and provide technical support.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
- You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Evaluating and identifying courses of action necessary to resolve conduct and performance management issues and providing technically accurate interpretations of negotiated agreement provisions to reconcile conflicting viewpoints.
