This position is with the Bureau of Indian Affairs (BIA), Office of Indian Services (OIS). This position serves as a Management and Program Analyst in a BIA-OIS office, division, or program. The incumbent performs work that is concerned with both: 1) analyzing, evaluating, and/or improving the efficiency of internal administrative operations, organizations, or management; and 2) planning, analyzing, and/or evaluating the effectiveness of operating programs.
Duties
Provides operational, technical, and administrative support on critical projects, programs, and policies within the organization.
Applies qualitative and quantitative methods in assessing complex management processes and systems for BIA wide programs or very large segments of such programs.
Develops and defines major changes in program activities.
Makes proposals and recommendations that involve agency resources and often alter major administrative aspects of programs.
Develops and presents issues to meet management needs and program objectives.
Recommends workable solutions and management actions that are based on sound management principles and are achievable in relation to agency and bureau policy and regulations.
Establishes relationships with outside interests/resources to identify and develop partnerships.
Develops, analyzes, and evaluates policies, procedures, guidelines, and administrative processes.

Qualifications
GS-12:
To qualify at the GS-12 grade, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level performing the following: 1. administrative managerial work primarily concerned with providing, securing or negotiating for the resources or services needed to manage and run an organization; 2. work involving management of both financial and human resources; and 3. work involving management analysis, procurement, contract administration, project management, reports management, data processing, and similar or closely related activities.
GS-13:
To qualify at the GS-13 grade, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level performing the following: 1. providing a wide variety of administrative services to enable efficient operation of a business or program office; 2. analyzing work functions and processes and identifying process improvements and operations; 3. developing and formulating alternative solutions to administrative matters; and 4. serving as an advisor to management on financial activities, existing processes and organizational programs.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
