THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a UNMANNED AIRCRAFT SYSTEM (INSTRUCTOR/OPERATOR) (TITLE 32), Position Description Number D2692000 and is part of the NC 30th ABCT, National Guard (30th ABCT- Det 1/Co D 236 BEB / MD 2755-16).

Duties

As a USA OPERATOR (INSTRUCTOR), GS-2101-11, you will administer and evaluate flight training in UAS organizations; is the statesubject matter expert on UAS, training programs and doctrine. responsible for increasing trainingrealism by simulating or emulating red, blue, and green forces and equipment, environments, andconditions, and/or stimulating digital command and control systems to improve and/or sustainUnmanned Aircraft Crewmember (UAC) readiness and collective training requirements; instructs Federal Aviation Administration (FAA) required ground school aeronautical knowledge to includeaircraft system, aerodynamics, weather, navigation, radio communications, and flight planning; instruct basic aviation maintenance fundamentals, basic electronics training, and electronic andmechanical maintenance of documentation in accordance with current Army Maintenance Regulations and standards as applicable to UAS; instructs UAS Emplace/Displacement, ground/flightoperations and other aviation related classroom instructions to including Aviation MissionSurvivability, Aviation Gunnery, Air Reconnaissance, Scout Operations; apply technical expertise of aviation standardization requirements to write andcomment on operational concepts to prepare Flight Training Guides (FTG) and Programs ofInstruction (POI), Aircrew Training Manuals (ATMs), Field Manuals (FMs) and other trainingpublications; assist and advise co-workers concerning UAS operations and training requirements.Implements accident and mishap prevention techniques and procedures for aviation and groundoperations of UAS. Initiates, directs, and monitors a coordinated program for accident and mishapprevention, investigation, and data analysis for UAS activities; advise the commander on all levelsof UAS standardization within the command; assists the commander to develop, mplement,evaluate, and manage the unit's Air Crew Training Program; interact with the Mission Briefing Officer (MBO) to identify, assess, and mitigate risk for the specific mission, responsible for ensuring key mission elements are evaluated, briefed, andunderstood by all crewmembers; Final Mission Approval Authority for Low risk missions. Serves as Mission Coordinator for Unmanned Aircraft Systems (UAS) flight, training operations and as aTraining Instructor responsible for instructing military personnel on procedures for operating UASthrough instrument control; responsible for Spectrum Management Operations (SMO) bycoordinating with Spectrum Managers to allocate correct frequencies for UAS. Prepares riskassessments, and prepares and conducts mission briefings and debriefings; ensure the correct andsafe conduct of ground and flight operations through constant monitoring; exercise supervisory personnel management responsibilities; direct, coordinate, and overseeswork through subordinate supervisors; advise staff regarding policies, procedures, and directives ofhigher-level management or headquarters; review selection of candidates for subordinate non-supervisory positions and selects subordinate supervisors taking into consideration skills andqualifications, and mission requirements; ensure reasonable equity among units of performancestandards developed, modified, and/or interpreted and rating techniques developed by subordinatesupervisors; explain performance expectations to subordinate supervisors and employees directlysupervised and provides regular feedback on strengths and weaknesses; manage performance ofsubordinate supervisors and other employees directly supervised and serves as reviewing official onevaluation of non-supervisory employees rated by subordinate supervisors; hear and resolves group grievances and employee complaints referred by subordinate supervisors and employees; initiates actions to correct performance or conduct problems, ensure documentation prepared tosupport actions is proper and complete; approve leave for subordinates and ensures adequatecoverage in organization through peak workloads and traditional holiday vacation time; discharges security responsibilities by ensuring education and compliance with security directives for employeeswith access to classified or sensitive material; recognize and take appropriate action to correctsituations posing a threat to the health or safety of subordinates; provide a work environment thatis free from all forms of discrimination, harassment, and retaliation; ensure that subordinatesupervisors have effective interpersonal, communication, and managerial skills to supervise in aworkplace with diverse employees; perform other duties as assigned.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • USA Instructor Certification required within 24 months of hire.
  • Designated as Essential Personnel and may be subject to duty in preparation for,or in response to, a state emergency or disaster declaration. This designation will not exceed 14calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

Military Grades: Enlisted (E4 to E7) or Warrant Officer (WO1 to CW3) Minimum Requirements: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training arranging or procuring transportation for personnel, cargo or freight. Experience in non-routine pre and post auditing of freight bills, bills of lading, and personnel transportation vouchers. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems. EDUCATION: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
