This vacancy is being filled through the Office of Personnel Management's Direct Hire Authority. This position is part of Selective Services System, Support Services Directorate. The incumbent will be responsible for contracts and procures goods and services for the agency.
Duties
Develops procurement objectives for the program in terms of competition and price range and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies and similar considerations.
Establishes and protects the integrity of data files for compliance and ensures that only all authorized persons with a need to access them are able to.
Administers the purchase card program and serves as the program manager.
Qualifications
Basic Requirement for 1102:
A 4-year course of study leading to a bachelor's degree with a major in any field.
OR
24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exception: Employees in the GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirement is met. However, employees will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. (If using this exception to qualify you MUST submit an SF-50 that supports the title, series, and grade occupied on 01/01/00).
NOTE: You are required to submit unofficial college transcripts from an appropriately accredited educational institution in order to document completion of the educational requirements for this position. The unofficial transcripts must be legible and include your name, major, school name/location, course title/number, date completed, grade, number of credits earned, and degree(s) conferred. In the case that your transcripts do not show that a degree was conferred, you may submit your unofficial transcripts AND a copy of your degree certification. If selected, official transcripts will be required prior to establishing an entrance on duty date.
At the GS-11 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include (1) applying acquisition, contract, and procurement regulations to prepare solicitations containing appropriate provisions, clauses, terms, and condition; (2) Evaluating responses to solicitations for price reasonableness and compliance with terms and conditions; and (3) Coordinating contract/financial assistance actions with appropriate program/project managers to ensure contract information and documentation is accurate, complete, and timely.
OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in one of the following fields accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.;
OR
C. A combination of education and experience as defined above which equals 100%. For example, have 6 months of specialized experience as defined above and 2-1/2 years (45 semester hours) of progressively higher level education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Note: Applicants who select this response must provide transcripts as verification of their education).
At the GS-12 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include (1) applying acquisition, contract, and procurement regulations to prepare solicitations containing appropriate provisions, clauses, terms, and conditions to communicate requirements; (2) Evaluating responses to solicitations for price reasonableness, compliance with terms and conditions, and completion; and (3) administering contracts (such as contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations, claims disputes, or contract terminations.)
