As a Senior Resource Analyst with the Near Space Network, you will be responsible for analyzing and resolving complex issues related to the financial aspects of multiple programs within the organization. You will utilize a wide range of subject matter practices and analytical methods to identify, evaluate, and recommend appropriate solutions. You will develop and deliver briefings/status reports to managers to foster understanding and acceptance of findings and recommendations.

Duties

Analyze and resolve complex issues related to the financial aspects of programs where the resolution of problems requires an integrated financial approach. Provide recommendations for financial planning, policy formulation, and implementation. Develop complex program data to provide program managers with an overall financial status of the program, including the obligation and expenditure of funds. Provide current/future year spending plans and readjust spending plans as unforeseen circumstances and changes in funding occur. Advise senior management of the status of fiscal resources and future requirements. Evaluate complex accounting systems and analyze problems that are new/novel in nature and require reconciliation of diverse needs and viewpoints in arriving at a final system. Perform complex fund control activities impacting substantive mission-oriented programs. Identify regulatory financial changes and operating level issues to ensure funds are controlled and financial records reflect the status of the organization. Serve as technical authority for new and advanced accounting, financial, cost, and/or management information systems. Conduct financial management studies that involve analysis of difficult and complex interrelated accounting processes. Develop innovative recommendations for resolving challenging problems or improving the financial operations of the organization. Perform audits, studies, or reviews to determine reliability and accuracy of financial reports. Periodically review internal control reports to compare with NASA policy and guidance; present findings and recommendations to management officials. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Analyzing large comprehensive financial programs or projects (e.g. multi-million dollar research grants, contracts, and/or cooperative acquisition agreements) and assisting with budgeting or forecasting activities for long-range planning; Projecting or analyzing the potential effects of budgetary actions on program viability and attainment of program objectives; Contributing to the development and implementation of budgetary and financial policies, and making recommendations to senior management.
